I have friends in vancouver who provided housing and other help to a Syrian family. A year later, and not only has the father not tried to learn English, but when asked when he would look for work, he replied that they decided to have another child instead.
Why not? They already make more than the average Canadian with free handouts?
Why isn’t a landed immigrant visa good for five years. If the people don’t look likely to ever succeed in Canada, don’t renew it and send them home. Why should immigration be permanent. If you want permanence, become a citizen.

“53%”. It’s been a couple decades since I’ve been in school, but I do seem to recall a “53” on an exam was considered a fail. 10%? They’d kick you out of school. (Unless your were black and from Newark. Then you got to stay.)
