Hollywood and television murder mysteries often portray “taking the Fifth” as a shameless and arrogant admission of guilt. As the guilty perp takes the Fifth, she grins sardonically, implicitly daring the cops, the prosecutors–perhaps an informed and non-Democrat presidential debate moderator, if there is such a creature–to prove the charge.
More specifically, James Comey and Loretta Lynch-Mob have compromised the FBI. There are very likely many, many good agents, but the snake at the top has neutered them.

The only thing I disagree with in the article is the ranking of the crimes. While Benghazi was a crime and emailgate was a crime they were only part of the bigger crime of personal enrichment through illegal actions.
