The federal environment department paid a French photojournalist $10,681 to take pictures of its minister, Catherine McKenna, and her staff during the COP21 conference on climate change in Paris last year.
Documents given to CTV News initially had the figure in Canadian dollars at $6,662, but that amount was actually in Euros.
Environment and Climate Change Canada (ECCC) says the sole-source contract for photos issued to Sébastien Leban saved the government travel costs of sending a photographer from Canada to document the event.

Document the event for what purpose? Does the Canadian public require photos of Ministers attending meetings? Did the Harper government do this type of thing? I understand about the PM getting formally photographed, but not ministers and their minions.

When you have unfettered access to other people’s money, no conscience, and no consequences, this behavior is what you get by default. An intelligent person, working for a living at a regular job would ask (I believe), what would the shareholders think of such an expenditure, and since I have to put in an expense report, how could I possibly justify this action?
Further, any normal person would think long and hard before putting out 10K for any photographs (or just about anything else) – it is more than I have spent on that type of media in my entire lifetime. This is the same kind of socialism that spends 65K on a cake for a birthday (think Venezuela and Maduro) when people are starving.
Can you imagine the screams that would issue from McKenna’s lips were she informed that she would have to pay it back out of personal funds (like you would in a private corporation)? You would have to be pretty special or have some incriminating information on your corporate CEO to survive the next job review.

The Canadian Armed Forces have a trade: Imagery Technician (i.e., photographer).
“Corporal Bloggins, pack your kit, you’re going to Paris to take photos for the Canadian delegation.”
Since Corporal Bloggins will be paid regardless, his expenses are: flight, hotel room, meals and some incidentals.
I doubt they’d have added up to anything near $10,681.
But this would probably never even have occurred to the children’s crusade now at the helm of our country.
McKenna is being touted as one of the bigger brains of the outfit…..it follows she’s worth it!
In retrospect it appears Canadians got a bargain with Bev Oda’s trip to London a few years ago. Just imagine the outrage from media sources had she hired a personal photographer to tag along. Maybe Jr could instruct her on cell phone operation.
I believe the ‘official’ figure is more like 365, but that’s not counting tagalongs like spouses, boyfriends, nannies, etc.
Next time the Liberals want to blow $ 10 grand on a photographer in Paris, I will do it for expenses and I’ll use cabs instead of Liberal Limos.
I know many photographers who would have done the job for free just for the plane fare to Paris. Liberals borrowing an extra 40 billion before they were even out of the gate should have tipped you off. It’s going to get so bad, that this will be forgotten by the future disasters.
