Depends, fracking takes a lot of water, so if you are already critically short of water for other uses, then you don’t want to be adding fracking demands on top of that.

Issues that should concern most people are accidentally fracing into upper aquifers along with farc fluid chemical additives.
The truth is these accidents happen occasionally throughout a variety of wellbore drilling, completions, and work-over operations. It’s not limited to dedicated & planned “frac’s” alone; it is a form of “collateral damage” in the search for oil & gas. The industry is improving exponentially in earnest with technology and experience since the first oil well was “stimulated” with a stick of dynamite.
But you can never avoid Mother Nature along with mechanical and human error completely.

Yup “Water Injection” wells pump water downhole all day every day to displace or herd oil from one part of a reservoir to a production well.
Water used in frac’s is recovered and disposed of (injection wells) by swabbing or flowing back after a frac.
