These used to be wealthy resource-based economies, but now many of the towns are drying up, with revenue to local governments evaporating. Unemployment rates are in the 20-percent-and-higher range. Nearly 79 percent of the county’s voters in a recent advisory initiative opposed the dam removal, but that isn’t stopping the authorities from blasting the dams anyway.
These rural folks, living in the shadow of the majestic Mount Shasta, believe that they are being driven away so that their communities can essentially go back to the wild, to conform to a modern environmentalist ethos that puts wildlands above humanity. As the locals told it during the Defend Rural America conference Oct. 22 at the Siskiyou Golden Fairgrounds, environmental officials are treading on their liberties, traipsing unannounced on their properties, confronting ranchers with guns drawn to enforce arcane regulatory rules and destroying their livelihoods in the process.

The correlation between bigger government(more taxes, more red tape, more control) and urban sprawl(rural to urban relocation) seems too close to be of any other reason.
…and only the naive slickers wonder why it has gotten so hard to subdivide in the rural areas.

Rural towns should all get rid of state or provincial police and hire their own. Caledonia is a perfect example, the provincial police were poodles of a distant government – and they screwed over citizens.
It seems that this happening is very similar a certain valley in California (unable to remember the name)where the water was not allowed to be used in agriculture because of a minnow and the livelihood of many farmers and related agribusiness was destroyed.
All of this destruction is eerily similar to millions of farm families being disposed in the former Soviet Union in order to create a new world order.
When the last business in the US is shut down hopefully China will turn out the lights, that is if there are any lights left burning.
This story reinforces my belief that governments are infact terorists, ie the biggest terorist org in Canada is the government of Canada.

The only energy the environmentalist like is the energy that does not work. Wind and Solar.

Ken;This BS is not endemic in only California, try putting a small bridge across a small river here in Alberta and see the agony of going through, Alberta environment, Dept. of oceans fisheries, Public lands, and one other one I can’t remember. Alberta environment was so worried about the East slope sculpin, a smelly little fish the trout eat, a small bridge going over top of the river, that was bad, but taking the tractors pickups cattle and quads through the river was more preferable than a bridge. Finally gave up, this environMENTALism is just that, another “ism” that should be treated like all other “isms”.

Commercial Salmon fishing (other than Fish Farms) on the West Coast is a net loss to tax-payers. It is an industry that is more welfare (and racial) than enterprise. Dam de-construction is part of that welfare “industry”. It is managed as a fugitive resource without property rights and as a result, another highly politicized FUBAR.
If Salmon were managed as a terminal fishery (the owner of the stream would have exclusive rights to returning salmon to that stream), it could be determined as to whether or not the value of the salmon exceeded the value of the hydroelectric or irrigation resource (and whether it could be mitigated with ladders etc). One could also include the economic value of the cultural pantheism associated with wild Salmon.
Privatize the streams and associated watersheds and attach terminal fishery rights and the market will determine which use is more valuable if mutually exclusive. Public lands will either have to be sold off or (in the US) handed over to the Chi Coms to avoid (or as part of) sovereign default, eventually.
