Hey, petty jealousies, empire building, little turf wars, they are part of every bureaucracy that I have ever seen. Maybe the Afghans are getting a real life lesson here? If we want them to have a Western style government, they are going to need some Western style bureaucrats. Definitely a two edged sword.

It’s sad, but there seems to be no shortage of petty, selfish, nasty, small-minded little people who would gladly scupper the hopes and aspirations of the poorest people on earth in exhange for a pat on the back from an editor, a move up the bureaucratic ladder, or cheap political points.
