He Won’t Take Yes For An Answer

Hon. Stéphane Dion (Leader of the Opposition, Lib.): Mr. Speaker, for months the government has known about very serious allegations concerning former prime minister Brian Mulroney. It received hundreds of pages on the whole affair.
The Prime Minister even received personal letters from Mr. Schreiber and yet the government did nothing for months. Why?
Right Hon. Stephen Harper (Prime Minister, CPC): Mr. Speaker, last week I announced that as a result of a sworn affidavit that has been filed in court the government would appoint an independent third party to advise the government on how to proceed with such allegations.
Let me make clear what we will be doing. We will be asking that independent third party, whom we will be naming very shortly, to provide us with the terms of reference for a full public inquiry as well as any other course of action that the independent party deems appropriate.
Hon. Stéphane Dion (Leader of the Opposition, Lib.): Mr. Speaker, the information prompting a reaction from the Prime Minister had been in his hands for months: a letter from Mr. Schreiber, marked “To the Addressee Only – For His Eyes Only”.
This from a Prime Minister obsessed with controlling everything down to the last detail, as his caucus knows all too well. The Prime Minister is hiding behind the PCO and junior staff in his own office.
Will he step up to the plate and do the right thing, that is to launch immediately a full public inquiry?
Right Hon. Stephen Harper (Prime Minister, CPC): Mr. Speaker, I just answered this question about a public inquiry. The independent third party will give the government the appropriate terms of reference for such an inquiry, and such an inquiry will be launched.
Let me just speak to this issue of the letters, which the Leader of the Opposition alleges I have. Let us be very clear. I remind the Liberal leader that Karlheinz Schreiber has been the subject of extradition proceedings by the federal government for the past eight years. I can assure the Leader of the Opposition that when somebody writes about his extradition proceedings, that is not handled by the Prime Minister. That goes to appropriate government officials.
Hon. Stéphane Dion (Leader of the Opposition, Lib.): Mr. Speaker, even Mr. Mulroney is calling for a full public inquiry. The Prime Minister must be the only person who does not think it is a good idea.
Why? What is he afraid of? Will he do the right thing? Will he take on his responsibilities and call a full public inquiry now?
Right Hon. Stephen Harper (Prime Minister, CPC): Mr. Speaker, the problem is that the Leader of the Opposition had whipped himself up into that question and has failed to listen to the previous two answers.
That is precisely what the government will be doing. Under the circumstances, the independent party that the government will be employing will be making a recommendation to the government on the appropriate terms of inquiry for a full public inquiry.

    BTW – Canadian Press has been the source of most of these stories about the matter of Schreiber / Letters and all….. running about 5/1 as attempts to put the stink on Our Government and Our PM.
    Today’s story giving background is the first to go beyond the headline and begin to reveal the confluence of slime in the LPC and Karlheinz Schreiber.
    Liberals, NDP Didn’t go Public is the headline from CP and begins to reveal the skullduggery being played out in the background.
    Stephen Harper should be listened to when he speaks.
    But fools like Dion can’t figure that out.

  5. I’m guessing that the Liberals don’t really want a public inquiry.
    They didn’t expect Harper to agree to it; that’s why Dion didn’t listen. He operates by a set script; he doesn’t think.
    The Liberal plan was to use, and be used, by Schreiber, to attempt to define Mulroney as corrupt and link Mulroney with Harper. That’s the Liberal Agenda.
    Schreiber’s agenda is to not be deported to Germany to face criminal charges.
    The two, the Liberals and Schreiber, are collaborating, each for their own unprincipled agendas.
    But, a full inquiry will involve Chretien, Martin and the journalists – and – the fact that the Liberals are now, in collusion with Schreiber.
    Dion asks that Schreiber not be deported. That, after all, is Schreiber’s agenda, and the fact that the Liberals are allowing themselves to be used by someone who keeps changing his ‘sworn testimony’ every other day, says a great deal about their own desperation and innate corruption.

  6. They all operate on a fixed script so that the questions can be appropriately edited for TV….TV does a disservice by not showing the complete Q and A….less exciting more informative.
    The Brits still do it best with a special Prime Ministers question…I think every Tuesday.
    ALways worthwhile, good questions and good answers…what QP should be. They should do that here as well so the PM doesnt have to be in the house every day, nor the opposition leader.

  7. Actually, to my understanding, it isn’t a question of Dion not understanding English. Some of his questions, and their answers, were in French. He was told repeatedly by Harper that an inquiry was being called.
    Then, read on in Hansard.
    We have Gilles Duceppe asking the same damn question – will an inquiry by called?? Can’t he hear?
    And, Jack Layton asking the same thing?
    These are all after Harper has repeated ‘YES’ about TEN times.
    So, I see Stephen’s point; they aren’t interested in the questions or answers. They are performing for the TV media! They want to be shown, on TV, that they asked the question about an inquiry! even though they knew the answer. So much for their interest in government; they are actually performing puppets.
    And, Hansard also notes that the Bloc is attempting to say that Mulroney financed Harper’s campaign as leader. He says ‘no’ – and that the contributions are public. They insist that these contributions be made public, accuse him of hiding…and he repeats, and repeats..they are public.
    So, we have an Opposition made up of would-be actors, all vying for their place in the spotlight.

    It’s just an example of how an educated person can remain a complete fool.
    I’ll enjoy using the example of Stephane Dion for many years whenever I need to make that point.

  10. On second thought, this must be the “hidden agenda” we’re all supposed to fear. The government will actually, seriously delve into allegations of corruption and graft as well as giving clear answers to the opposition’s questions — horrors!!!!

  11. However, the danger of not listening to the answer is that it can and should be pointed out by the government, and like last night becomes part of the story.
    Of course the editors have to agree that the deafness of the opposition is worth pointing out.
    Now each leader asking the question is one thing….they all want to be on TV asking the question, the stupid follow up question that bears no relevance to the answer is idiotic part.
    However, good of SH to deconstruct the opposition tactics. Once again, at some point it becomes the story and even the MSM get tired of all the posturing.
    We will see if the story turns into the Liberals knew and didnt do anything either. There needs to be a new revelation to keep the story alive, either today or tomorrow. If not the channel gets changed.
    Of course if Mulroney is mad at Harper all he has to do is make a statement and the story grows a new set of legs.

    Both Dion and Layton are arses of the first order.

Next accusation from Liberals, especially Thibault, fresh from his lunch date with KHS – the Tories are calling public inquiry to deflect attention from the “coverup.” Same old same old – raise spurious accusation based on evidence from discredited source. When government refuses to play along, they are accused of coverup.
    Too bad for Grits Mulroney has laid down the gauntlet – all conduct must be investigated:
    – Stevie Cameron confidential RCMP informant presenting evidence to Swiss police
    – RCMP botching investigation; CBC botching information, getting taxpayers sued
    – were senior Liberals interfering with investigations, like Beaudoin affair
    – apparently, Grits in discussions with KHS, Thibault had lunch with him, and Libs in possession of same documents as everyone else
    Grits played themselves into this one and have handed the high road to innocence pleading Mulroney and forthright Harper.
    Now Grits wide open to investigations of their conduct in this matter, as well as others. Another tactical error by Dion, who doesn’t understand how Liberals maintain power:
    – uniting (bribing) many groups under their tent
    – maintain spin machine to ensure no bad news gets out
    – ensuring they stay on top of agenda with policy promises (they don’t have to keep though)
    – smear anyone who criticizes them and stonewall any due diligence into their activities
    – define themselves as only party that understands and appreciates “Canadian values.”
    Will Dion survive this latest mishap? How long can the party tolerate his gaffes and self-inflicted political wounds. Unfortunately, their party constitution seems to preclude his review and removal.
    It seems the wheels starting falling off the Grit power wagon when Martin decided he wanted to unseat a sitting PM who had gained three straight majorities.
    No election until 2009. Oh well.

  15. Duceppe trying to tie Mulroney to Stephen Harper’s leadership campaign? What a hoot!!!!
    Mulroney openly disdained the Reform party and anyone and anything to do with Preston Manning’s legacy. That included Stephen Harper.
    Mulroney OPENLY supported Belinda Stronach – a PROGRESSIVE Conservative. I’m sure his second choice would have been Peter McKay – also a PROGRESSIVE Conservative.
    Perhaps Duceppe should be asking LIBERAL Belinda about Mulroney’s support of HER Conservative leadership run.

  16. Very different coverage of the HOC exchange depending upon the network.
    CTV reported that Dion “wouldn’t take yes for an answer” and showed the exchange between Harper and Dion.
    In contrast, CBC apologized for the Liberals, stating they missed Harper’s announcement of an inquiry because it was too “subtle”. After this they showed Dion’s fake-outrage demand for an inquiry but not Harper’s response. On CBC, the Liberals got the sound bite they wanted without looking like idiots.

  17. I think this comment on the previous item actually belongs here as well.
    This inquiry will be a reason to take occasional breaks from watching the much more interesting and relevant Fox New Channel (O’Reilly specifically) and listening to the much more entertaining Rush Limbaugh and Dennis Miller streaming radio shows.
    Even though Canada isn’t much more than a folder on the American Hard Drive, occasionally there is an interesting file to check out.
    With winter setting in, this Liberal assault on the much smarter, Mulroney and Harper people will no doubt bring some smiles for us and some stomach aches for many on the other side.
    The older Power Corp Libs will not be happy about what Dion will hath wrought. Those Bilderbergers don’t like their minions to have daylight upon them … just like the Vampires that they are.

Everyone of my generation is familiar with Victor Hugo’s classic, “Les Miserables,” and the story of Jean Val Jean who was pursued by “Inspector Javert.” Jean’s was incarcerated for over a decade for having broken the window on a bakery and stolen a loaf of bread for his family, finally he escaped from a prison work camp. Javert pursued him until the inspector himself was destroyed by his obssession.
    When I watched CBC’s Linden MacIntyre and the program, ‘The Fifth Estate,’ I couldn’t help but draw a similarity between Javert and MacIntyre. MacIntyre is obsessed with the Brian Mulroney-Schreiber affair, you can see the rage in his eyes.
    Of course MacIntyre has found access to the CBC’s 1.2 billion dollar budget. That may account for his obsession, not only with Mulroney and Schieber, but with free trips ‘all expenses paid’ trips to Switzerland, Germany and other parts of Europe.
    Check the timeline. The carnage against Mulroney started shortly after he published his new book, ‘Memoirs.’ The CBC (AKA the Liberal Party of Canada) went on a world wide search, looking for documents, witnesses, transcripts etc. that a multi-million dollar RCMP investigation had failed to uncover in the early 90’s, and that involved at least 10 officers.
    In the accusations made during the recent airing of ‘Fifth Estate,’ MacIntyre fails to mention that none of the $300,000 that Mulroney allegedly received from Schreiber was public funds, nor did it directly involve the Gov’t of Canada. Nor did he emphacize on the fact that Schreiber, (at the time the Fifth Estate produced the program,) was an incarcerated prisoner awaiting deportation.
    If you care for the the Conservative Party of Canada, and the Stephen Harper administration, you will indeed take this story seriously. And if appears as a Liberal plot, that’s exactly what it is. As for drawing a comparison with the ‘Adscam,’ (AKA Sponsorship program,) the total amount of money that disappeared from public coffers, and transferred directly into Quebec Liberal profiteer’s pockets was $100 million, 300 times the amount of money Mulroney is accused of having accepted, and that has ruined the Past PM’s reputation. Where was the Fifth Estate during the sponsorship scandal? You be the judge.

    You serious?!?! That was the CBC’s coverage. Talk about blowing that one. Too subtle…that Harper such a crafty devil, cant speak plainly, has a hidden agenda and annunces things subtlely….who was it that complained he lacked nuance before? Oh yeah it was some talking head from CBC.
    How much does Keith Boag and Julie Van Dusen make in a year…..150,000 or so?
    You could replace each of them at half the price and get equivalent or better reporting. Time for them to be rotated out anyway.

  21. I missed Global National yesterday so just watched it online. Like CTV, they actually showed Harper’s response to Dion and in general had far more balanced coverage than CBC.

  22. Don’t be surprised if it eventually becomes obvious that Harper saw this whole thing a mile away and carefully planned his strategy accordingly.
    My gut tells me that the most lasting effect (on the public) this whole scenario will have is to demonstrate that it is the Liberals who are genetically tied to corruption and scandal and not the Conservatives, regardless of the MSM spin towards the Liberals favor.

  24. I especially like Mulroneys call for the “net” of an inquiry to be cast far and wide.
    By all means let’s find out about when the politization of the RCMP occurred. This would mean examining Liberal caucus and/or PMO records for motives and directives. After all, the Shawinigan Strangler and Zachardelli were buddies. For an even bolder example of this abuse of power just Google Francois Beaudoin and the Canadian Business Development Bank.
    While some people here are trying to minimize the significance of KHS’ “payment” to Mulroney, in no way should that matter – assuming any of these affairs were conducted while he was still in office. Graft is graft. But the legacy of Chretiens petty vindictiveness is all over this thing.
    Perhaps this affair will eventually spawn curiousity into certain business dealings written on the back of cocktail napkins!

  27. Be careful what you wish for Stephan. The inquiry is a trap to give the Canadian people a vehicle to show how corrupt, unethical and biased the Canadian media is. In the context of an inquiry that they all screamed for the media will not be able to ignore the proceedings that will show their sullied colours. With the help of the media, the Dion “smart car” is about to have a collision with the Harper-Mulroney freight train and Stephan is not smart enough to see it coming.

    Re: “Mulroney-Schreiber” affair. I don’t know the exact “chronological” order of events. I do however recall back in 1993-95 when the issue was “news,” I beleive at least 12 RCMP officers (estimated figure,) were involved.
    If indeed the Airbus 380 was involved in the Mulroney- Schreiber affair, both the ex PM and Schreider must’ve had ESP. The name “Airbus 380” was decided upon many years later, in the year 2000, 11 years after their alleged meeting. Previous to this the plane was simly referred to as the A3XX. The design, names, configurations etc were kept top secret. The first working model appeared in 2005.
    Perhaps that may have explained why Brian Mulroney was hesitant to discuss his private dealings, if indeed there were any, with the press.
    I too smell a Liberal plot. I suspect Dion was about to be ousted, it was his last dire hope at staying at the head of the CBC, ooooopps, Liberals.

  39. I don’t think this was an idea of Dion’s! It’s a Liberal Party agenda. They don’t operate by policies but by emotion. So, since Harper is so strong in the polls, they want to attack him. They can’t find a thing reprehensible on him.
    Then, along comes Schreiber – who writes everyone, in his attempt to not face German criminal trials. He writes the govt, the NDP AND the Liberals. The first two ignore him; how can a political party get involved in a legal issue?
    The Liberals, however, respond. They have lunch with him; they talk with him. They set up a scheme to attack Harper by linking Mulroney to Harper. But first, they must besmirch Mulroney. How?
    Schreiber changes his former sworn and written testimony that the 300,000 was a business deal outside of govt and only when Mulroney left office. Schreiber now says it was during Mulroney’s office. Smear and smirch accomplished.
    He has to involve Harper. So, he claims that he asked Mulroney to speak to Harper when Mulroney went to Harrington Lake for dinner. [How did he know about this social event? Who told him?]
    And, the Liberals will set up all kinds of links between Harper and the now-Evil Mulroney (innocent until proven guilty? heh).
    The Liberals claim that staff in Mulroney’s office now work in Harper’s office. [You can’t fire civil service personnal. Oh well.]
    The Liberals claim that Mulroney is Harper’s ‘pen pal’; that Mulroney is Harper’s ‘mentor’. That Mulroney financed Harper’s leadership bid; he didn’t; he was supporting Belinda. Oh well.
    The Liberals claim that M. LeBreton of the Senate, the Conservative leader, phones Mulroney every day. [All of this is in Hansard.]
    I’m speculating – that was ALL that the Liberals wanted. To besmirch Mulroney and link him to Harper. Period.
    They were calling for an inquiry, but, didn’t think he’d call one, because that would imply that he WAS involved with Mulroney!!! And was calling for an expensive inquiry..and the Liberals, I bet, would have then gone on as to how he was using taxpayer money…
    Meanwhile, the time frame for deporting Schreiber is getting narrow. Schreiber, frankly, holds ALL the cards. He can inform the MSM that the Liberals are asking him to change his Mulroney testimony; he can inform the MSM that the Liberals are providing him with information and help.
    The Liberals, who simply wanted to link Mulroney to Harper, and thus besmirch Harper – are in a pickle. Their agreement with Schreiber is to see that he isn’t extradited. So, they start on that. Harper refuses. Schreiber will still be extradited.
    Then, instead of Harper calling for an inquiry, it is Mulroney! Perfect! The Liberals can’t say that Harper is abusing the public purse; that Harper IS guilty of nefarious evil by shaking hands with Mulroney…
    I don’t think the Liberals really want an inquiry, because it will involve them. I think they wanted to use Schreiber, get him to change his testimony on Mulroney, and then, link Mulroney to Harper. That was ALL they wanted.
    Now – the Liberals are in trouble. Harper isn’t being besmirched. They are…

    MANITOBA’S senior cabinet minister had direct correspondence with disgraced lobbyist Karlheinz Schreiber and his lawyer in 2006 but it was regarding Schreiber’s extradition from Canada to face tax charges in Europe.
    However, the extradition letters, coupled with questions about what, if anything, Vic Toews knew about a briefing note prepared by his former department about the Airbus affair, has pulled Toews’ name into the Schreiber scandal even though the transactions occurred more than a decade before he was appointed to cabinet.
    It means Toews could find himself called as a witness at the public inquiry called by Prime Minister Stephen Harper on Tuesday. The impact of the resurgence of this scandal and accusations Harper’s government tried to cover it up could affect Harper’s popularity, said Paul Thomas, a politics professor at the University of Manitoba.
    But the impact on Toews himself should be minimal, said Thomas. …-
