A Downing Street review of law and order policy also called for greater use of sophisticated CCTV, an expanded DNA database and “instant justice” powers for police.
The review is intended to chart a course ahead for the next 10 years by focusing more “on the offender, not the offence.”

Vulnerable children and those at risk will be identified by “trigger” factors such as parents in jail or on drugs. They will be subject to personalised measures, including home visits from specialist practitioners. But the Government says the net should be cast as widely as possible “to prevent criminality developing.”
It proposes to “establish universal checks throughout a child’s development to help service providers to identify those most at risk of offending.” The document added: “These checks should piggyback on existing contact points such as the transition to secondary schools.”
The plan will be be backed up by a new database for all children due to be up and running by 2008. It will contain basic information identifying the child and its parents and will have a “facility for practitioners to indicate to others that they have information to share, are taking action, or have undertaken an assessment, in relation to a child.”
That is, if they haven’t already apprehended them under the Improper School Lunch Contents Act.

I think you really only need to look at them to know who they are. This doesn’t require a bloated socialist program.

I’d start with a newborn nursery hotline, any newborns refusing to calm down, using excessive diapers or up all night should be discharged under police custody. But, why stop there, how about prenatal screening using sonograms. The pictures can be faxed to Crime Stoppers.

This is a socialist version of genetic determinism; except, in this case, it is defining parents as the ‘root cause’ of crime. Of course, this, like genetics, denies the basic attribute of our species – that capacity to reason, make correlations and logical links. So, the child is unable to reason. He is socially determined. Or genetically determined.
Yes, it’s 1984.Heck, it’s even the mindset behind our infamous native Residential Schools. Remember them? Same thing – we decided that natives were unfit to raise their children, and so, we removed them, forcibly, from their families and put them into huge ‘residential schools’.
It’s a utopian mindset, a socialist engineering mindset, that views human beings as ’empty buckets’ or new computers, at birth, which can be programmed as you will. This was an idea of the 1940s and 1950s. It was long ago discredited.

As someone who lived in the UK for a long time, it never ceases to amaze me that despite widespread incompetence and mediocrity in the British public service — health, social services, police etc — the government still thinks it should increase its influence, rather than just go away.

Given the skill with which governments protect private data, I envision a day when this database is the first thing checked by employers, landlords, school admissions clerks etc. It just takes one headhunter firm to offer a few thousand quid to a computer operator, and poof, the CD’s go out the door. If this comes about, it’ll be time to drop off the grid.
I guess this is the kind of thing gov’ts can get away with once the general public is dis-armed.
How can Britian be considered a “free” country?
This is gonna be an absolute disaster, very little gain for a lot of pain, not to mention expense. Bureaucrats and lawyers line up at the trough….no pushing!
