A former vice-president of Groupaction, told Charles Guité’s fraud trial Wednesday that he feared for his life if he were to blow the whistle on what he saw as suspicious goings on between his ad agency and former prime minister Jean Chretien’s office.
“I wasn’t interested in having a hunting accident in my living room,” he testified. Lambert, who quit Groupaction in 2001, said he felt like his was trapped in a system with many tentacles, at the centre of which was Chretien.

  1. I get the sense that Guite has a particular agenda, which is to focus on Chretien as the ultimate leader of Adscam. Chretien’s agenda was to define Adscam as caused by ‘a few rogues’ and dismiss the whole thing, including the millions, as irrelevant.
    He ignored that the millions were actually laundered money, which was on the surface spent on ‘saving Quebec’ but was actually used to pay for work done to promote the Liberal Party in Quebec and maintain Chretien’s power.
    Martin also tried to blame it on rogues, but on Chretien’s rogues.
    Now, we have Guite focusing on Chretien as the major actor in the whole thing.

    146. On November 20, 1997, Treasury Board approved a request from PWGSC to include an item in the 1997-98 Supplementary Estimates of $18.8 million for communications priorities (TB 825713). The source of funds was the unity reserve, and the Prime Minister indicated his policy approval by signing the submission. In addition, PCO provided a memorandum to TBS confirming the Prime Minister’s authorization. These funds were approved by Parliament through the 1997-98 Supplementary Estimates B. PWGSC referred to these funds in their 1997-98 Departmental Performance Report. This amount was included as a line item under planned spending for “procurement of sponsorship for media events” in Section III – Financial Performance.
    147. On December 11, 1997, Treasury Board approved the Annual Reference Level Update (ARLU) for 1998-99 (TB 825830). The ARLU submission included approval for authority to be delegated to TBS to approve technical adjustments to the ARLU. This delegated authority was used to approve an adjustment for PWGSC in the amount of $35 million for public relations and the print contract revolving fund. The source of funds was the unity reserve, and the Prime Minister indicated his policy approval in a November 20, 1997 memorandum from PCO to TBS. This memorandum addressed the initial request for $18 million. A subsequent memorandum was provided on March 20, 1998 from PCO to TBS indicating that the Prime Minister had provided policy approval for an additional allocation of $17 million from the unity reserve. The item of $35 million was included under “other operating costs” in the 1998-99 Main Estimates approved by Parliament.
    148. On September 24, 1998, Treasury Board approved the creation of a position for an Assistant Deputy Minister, Government of Canada Communications Coordination Services, at the EX-04 level within PWGSC (TB 826505).
    149. On December 10, 1998, Treasury Board approved the ARLU for 1999-00 (TB 826841). The Treasury Board Secretariat approved, in accordance with its delegated authority, the inclusion of $40 million for PWGSC for 1999-00. The source of funds was the fiscal framework pursuant to Budget 1999. The item was included in the 1999-2000 Main Estimates approved by Parliament.
    150. On February 18, 1999, Treasury Board approved the 1998-99 Supplementary Estimates C (TB 827020). Included in these Supplementary Estimates was an item of $5 million for PWGSC for advertising costs associated with Budget 1999. The source of funds was the fiscal framework pursuant to Budget 1999. In accordance with an authority delegated to TBS through this ARLU submission, TBS approved the inclusion of a $40 million item for PWGSC for sponsorship related activities. The source of funds was the fiscal framework pursuant to Budget 2000. This amount was included in the 2000-02 Main Estimates approved by Parliament.
    152. On December 16, 1999, Treasury Board approved the inclusion of an item in the 1999-00 Supplementary Estimates for PWGSC of $9 million to support the communications priorities of the government (TB 827785). The source of funds was the unity reserve, and the Prime Minister indicated his policy approval by signing the submission. In addition, PCO provided a memorandum to the Secretariat confirming the Prime Minister’s authorization dated December 10, 1999. Additional parliamentary authority for this item was not required because this sum was offset by the release of existing parliamentary spending authorities that had previously been “frozen” in the vote by the Treasury Board.
    153. On February 24, 2000, Treasury Board approved the 1999-00 Supplementary Estimates B (TB 827943). As part of these Supplementary Estimates, Treasury Board approved an item for the Department of Finance of $1 million to cover the costs of the advertising campaign for the 2000 Budget. The source of funds was the unity reserve. PCO provided a memorandum to TBS dated February 28, 2000 confirming the Prime Minister’s authorization. Additional parliamentary authority for this item was not required because this sum was offset by the release of existing parliamentary spending authorities that had previously been “frozen” in the vote by the Treasury Board.
    154. On March 30, 2000, Treasury Board approved a request from PWGSC to implement the Citizen Information Initiative and the Fairs and Exhibits Initiative (TB 828026). The total cost of the two initiatives was $72 million over three years (2000-01 to 2002-03). A portion of the funds approved for the Citizen Information Initiative was to purchase advertising in order to outline the government’s agenda and priorities and publicise government programs and services. The source of funds for the two initiatives was the fiscal framework pursuant to Budget 2000. The amounts were included in the 2000-01, 2001-02 and 2002-03 Main Estimates approved by Parliament.
    155. In March 2000, PWGSC, as part of its internal monitoring program, launched an internal audit of sponsorship activities. This audit revealed inadequate administrative controls for sponsorship activities, and the Secretariat worked with PWGSC in developing a management action plan to respond to the results of this audit. The Secretariat worked with PWGSC throughout the 2000-01 period on the implementation of the management action plan.
    156. On January 9, 2001, Treasury Board approved a request from PWGSC to include an item of $400,000 in the 2000-01 Supplementary Estimates to offset costs associated with the advertising campaign for Bill C-20, the Clarity Act (TB 828401). The source of funds was the unity reserve. PCO provided a memorandum to TBS dated March 6, 2000 confirming the Prime Minister’s authorization. Additional parliamentary authority for this item was not required because the sum was offset by the release of existing parliamentary spending authorities that had previously been “frozen” in the vote by the Treasury Board.
    157. On February 8, 2001, Treasury Board approved a request from Health Canada to include an item of $2.1 million in the 2000-01 Supplementary Estimates to cover the costs of federal advertisements on health care in Ontario (TB 828741). The source of funds was the unity reserve. PCO provided a memorandum to TBS dated August 12, 2000 confirming the Prime Minister’s authorization. Additional parliamentary authority for this item was not required because the sum was offset by the release of existing parliamentary spending authorities that had previously been “frozen” in the vote by the Treasury Board.
    158. At the same February 8, 2001 meeting, Treasury Board approved the 2001-02 ARLU (TB 828762).     159. On September 1, 2001, Communication Canada was created. On December 6, 2001, Treasury Board approved the transfer of funds from PWGSC to Communication Canada in the amount of $75.7 million and additional amounts required for the transition and other costs associated with the transfer of responsibilities (TB 829378). Other items required for the operations of Communication Canada were also approved, including a vote netting authority so that the costs of providing services could be recovered. Communication Canada was provided with a new, discrete vote for the new sponsorship program, which increased the transparency of the use of funds. The Treasury Board also approved amendments to the Common Services Policy to reflect the role of Communication Canada as a common service provider.
    160. The Treasury Board introduced a Policy on the Internal Disclosure of Information Concerning Wrongdoing in the Workplace and established the Office of the Public Service Integrity Officer, currently headed by Dr. Keyserlingk, effective November 30, 2001.
    161. On February 21, 2002, Treasury Board approved the 2001-02 Supplementary Estimates (B) (TB 829617). As part of this submission, Treasury Board approved the inclusion of an item for Communication Canada of $3.5 million for sponsorship activities. The source of funds was the unity reserve. The Prime Minister’s policy approval was indicated in two memoranda from PCO to TBS dated January 31 and February 12, 2002.   11. We all know that members of the MSM check in on SDA. Where is the jounalistic courage and integrity that ought to go hand in hand with a free press. Is the editorial hammer so heavy that a journalist cannot investigate and report on these matters. I haven’t heard so much as a single headline to do with this trial, (not that I spend much time watching or reading the MSM anymore, but usually catch some news at 10p.m.) Is it not newsworthy when a former civil servant is fearing for his life lest he speak out against corruption in the highest realms of government? We have heard about the shady links to the Mafia through the Gag man, Gagliano. Were these in actual fact enforcers for the Libel Party of Canada? I say bring every last one of the last Liberal governments cabinet ministers in and question them in separate rooms. They will start squealing on each other so quick to save their own hides that it would be well worth the price of admission.
    I noticed on the news tonight that Mr Martin didn’t even have the courtesy to show up for the vote and make his voice count for his constituents on the Afghanistan mission this evening. All that hot air during the election campaign about his passion for Canada… no wonder we have global warming. The man was all bluster and no substance, I am glad he is gone!

  13. A few nights ago the lead story on The National was that an immigrant woman had health problems which forced her to stop working before she had met her two-year requirement. This was the top story.
    It’s a sad story, there’s no doubt, but why are such stories as Guite’s grial, for example, which pertain to the previous Liberal government, being so pointedly omitted or buried?
    Does anyone have any idea why the National is not giving appropriate coverage to this nationally relevent trial testimony? Has they completely given up the ghost on being non-partisan? Do they think Canadians don’t noticed?
    You can be sure that if similar testimony pertained to Harper’s government, or to some Conservative backbencher, it would be a big story, like Stockwell Day’s wetsuit was.
    What is it with Canadians that we still tolerate billions of our tax dollars going to a PR network for Liberals in exile? I don’t get it.

  15. If you want someone to do something, you need to find a way to motivate them. In my opinion, about the only way to get a politician to do anything is to corner them and embarrass or humiliate them. Complaining is ineffective…complaints can be waived off, arguments can be deflected with smoke and mirrors, attention can be diverted by changing the subject.
    The media’s tactic with the government is to try to embarrass them publicly with their news broadcasts and influence their behaviour. PMSH is apparently trying to influence the media by his “showdown” with them…so how do WE, the public, influence the media? How do we embarrass the media? Blogs are a start, but are only reaching the motivated web-literates in the crowd.
    Championing an alternate news source / broadcast that serves up spin-free news could help, but that takes time and money (’cause you gotta advertise or somehow push the source to the public). Strategically placed and worded billboards? Ideas anyone?

    Maybe sending e-mails re these findings to the various media is not the way to go, maybe we need to cut something like Maz’s comments, or Kate’s posts on an issue and send them to everyone on our e-mails lists. That way, we circumvent the MSM who obviously have no intention of actually reporting NEWS that could cast a bad light on the Liberal party any further.
    By sending the information to everyone on our lists, word would get around far faster than any newspaper.
    Gotta be better to receive news than ad’s for Penis Enlargement or a letter from the Nigerian Doctor.

  20. Alberta Girl – Sending info that the MSM ignores to all our email lists is a nice idea. However, I’ve found, even including good friends, whom I thought were solidly conservative, that receiving bad. e.g., controversial, news isn’t always their cup of tea. It’s actually quite astonishing: The head in the sand attitude’s very much alive and well in Canada. I think a lot of people feel guilty when they believe certain information might require some commitment on their part, even if it’s only facing up to an uncomfortable truth.
    For example, a friend of mine who’s far from anti-American or politically correct, has refused to admit that the West is under mortal threat from fanatical Islam: When I suggested that if the West doesn’t take the threat seriously and fight back mightily, his wife and daughter will most likely be wearing burquas one of these days, it was shoot the messenger time. My friend was angry with me for challenging him with the truth. Since then, I’ve nearly sent him all kinds of Internet articles with valuable information, but I think our friendship, unhappily compromised as it now is, is more important.
    I’ve found that most people, and Canadians, for sure, seem to only want to know so much. “Not too many uncomfortable facts, please. We’re Canadian and would rather sit on the fence.” I know this is a strong indictment, but I’ve found it to be true more often than I care to think.
    So, in a nutshell: If you value your friendships, family relationships, and other contacts, be very selective when deciding to whom you’ll send the “real story”. Cheers!

In declining to run for his fathers old position as Premier of Alberta, he said “I can do more for the Conservative movement through the Conservative think tank that I have started…I can train many Conservative thinking people who will then be ready to run for public office,” (paraphrase mine)
    Preston feels that this is important and vital to the Conservative movement in Canada. He is dead on. In the past, we have had many very passionate conservative candidates who were basically “western rednecks who hated Liberals” (and who could blame them). If the Conservative movement can begin to field candidates across Canada who are not only passionate but also can articulate the conservative message knowledgably in words bigger than four letters with at least two syllables, then we can have hope for the party long into the future.
    I do think that we need to encourage someone with fairly deep pockets that there is an appetite and a need for FOX North.

After decades of Liberal propoganda, brainwashing and deception, it is going to take time to remove the scales from the eyes of the media and public as to just how criminal he and his cabal were. The MSM, press, radio, and television have learned well at the footstool of Dr. Goebbels, “Tell something often enough and it becomes the truth”. Ionno is one of the many examples of this process, we have been running this country into oblivion by the leadership of the liberals for the better part of 50 years. We have two generations that have grown up under the banner of the ‘Red’ Maple Leaf flag. We have begun to see the collapse of institutions that all Canadians once held dear, Health care, Education, National police force, and a strong Military. After decades of corruption, theft, negligence etc. etc. we have finally found a leader that still retains some of the virtues that helped create this country. I am thankful that we have this venue and others on the internet that hasn’t been corrupted. From the comments above I can now say that there is hope, I am not alone in my line of thinking. Fortunately the Halifaxes, and Chamberlains of today, (Layton and Duceppe) cannot control this media. The climate of politican unrest in Iraq and Afghanistan today so closely resembles the Germany of the twenties that it is unthinkable that leaders of the opposition parties could counsel a withdrawl of troops. Under Harper’s leadership and through the internet we can all make a difference. I urge all of you reading this to keep up the dialogue and the intelligent discussion until the majority of Canadians learn that they have been led down the garden path by Liberals and NDP alike. There are issues that we all hold dear, truth and freedom. Despite the lies and restrictions that have been foisted upon us in the last few decades these principals are once again coming to the surface, they will always come to the surface for without them, what are we doing here?

    To your point of taking action.The surefire way to get anybody’s undivided attention is mess with their income.It must be done en masse,but putting heat on those who advertise with these liars and manipulators will get some reaction,hopefully enough to cause change.
    As per the sickly CBC,who apparently answer to no one(not even CRTC)but themselves,we must put pressure on the Conservatives to take action as they are the only ones in Ottawa of a similar mind.

    MONTREAL (CP) – A Quebec advertising firm billed the federal government $1.1 million for having a clerical worker create a list of small town festivals and other events across Quebec and Canada, Chuck Guite’s fraud trial heard Thursday.
    Diane Ripeau was making $35,000 a year doing office work for Groupaction Inc. while she chipped away at her project to catalogue scores of events in Quebec with sponsorship opportunities during 18 months in the late 1990s.
    Later, she expanded her search of Internet sites and tourist brochures to include the rest of Canada.
    Ripeau wrote a few comments in the margins on how she viewed the events.
    “They asked me to analyse the possibilities for sponsorships,” Ripeau testified. “I didn’t know what it was for.” … cnews

    Francois Desjardins was listed on Groupaction time sheets as a “co-ordinator” who worked 313 hours at $50 an hour on a contract to increase the federal government’s profile in Quebec after the narrow victory over the sovereignist side in the 1995 referendum.
    But Mr. Desjardins, whose responsibilities included looking after Mr. Brault’s fleet of cars, said he did absolutely no work on the project. Yet, he said, he was called into Mr. Brault’s secretary’s office one day and told to fill out time sheets for the fictitious work.
    The Groupaction time sheets also list a J. Archambault, who is alleged to have worked 477.5 hours at $125 per hour.
    But Jacques Archambault, a former Groupaction employee, testified in Quebec Superior Court that he didn’t work on any sponsorship contracts. He said a woman named Joanne Archambault was employed by Groupaction at the time; she was responsible for decorating the company’s three buildings and organizing internal parties….
    Lucie Dumas, another former employee, is listed as working 120 hours at $150 an hour, even though she never worked on the project. Asked by Mr. Guite if someone asked her to fill out the sheets, she replied: “Mr. Brault asked me to fill them out four times. I did the first two, but after that, I refused.”

    On Monday, Guite dropped his own bombshell and produced an April 1995 letter from Pelletier to Guite’s boss at the time, the public works minister David Dingwall.
    Guite planted the suggestion that the PMO was involved in overseeing advertising rules.
    “After 17 months in government, I believe it is an opportune time to again draw attention to the Treasury Board policy on contracting for polling and advertising,” Pelletier wrote.
    Pelletier said PMO director of operations Jean Carle would be “the individual responsible for ensuring that the policy has been respected.”
    Guite producing that letter during his trial fits into the underlying theme of his defence that his political masters were aware of what he was doing.
    But even more interesting is it reveals that Guite may have covered his tracks and has kept documents more than a decade old.
    Carle’s name also came up in testimony on Thursday, when a public servant from the public works department testified about a phone call she received from him in the mid 1990s.
    Marthe Schryburt, the former head of public opinion research in the Public Works Department, told the court that public works issued a $120,000 contract to Quebec pollster Marcel Ginner for work he had already done.
    Schryburt testified the contract was issued after she received an angry call from Carle.
    “I received a call from Jean Carle at PMO, who seemed to be upset because Mr. Giner had not received work,” she testified.
    Perhaps the most interesting testimony this week came from a Groupaction executive that Guite cross examined.
    Jean Lambert testified that he became increasingly suspicious about the lucrative federal contract his firm was receiving and the close ties it had spawned with the Liberal party.
    Lambert’s former boss, Jean Brault, was recently given a 30-month jail sentence after pleading guilty to five counts of fraud.
    Lambert said he kept quiet about what he believed was high level involvement because he feared for his life.
    “If I was right, considering the big players and the big shoe sizes involved, and I knew fully well I was just a speck of dust in there, let’s just say that the thought of having a hunting accident in my living room didn’t appeal to me,” Lambert told the courtroom.
    Lambert said what he saw over the years was “a network with tentacles, and at the heart of it there was the PMO.”
    He said he suspected there was “something going on” based on the “closeness” of Groupaction and other ad agencies with the Liberal party, MPs and cabinet ministers.
    Lambert concluded his suspicions were corrected because if “it looks like a dog, it smells like a dog, it barks like a dog, it must be a dog.”
    Up until this week, Guite had been the only person at his trial suggesting PMO involvement in how his department handed out contracts.
    This week Guite may have bolstered his case with documents and testimony from two prosecution witnesses.
    Guite has not launched his own defence yet, but another week of revelations could turn Guite’s trial into, as Gomery would say, the best show in town. …
