A multi-jurisdictional, cross-border investigation resulted in the seizure of nearly 1.7 tonnes of illegal drugs, including suspected cocaine, methamphetamine and opium marking one of the most significant drug seizures in a single investigation in Ontario. This intelligence-led joint forces investigation, named Project Bay, focused on disrupting the importation and trafficking of illegal drugs with a nexus to the international border.
In January 2025, the Windsor Police Service (WPS) initiated a drug-trafficking investigation. In February 2025, the Canada Border Services Agency (CBSA) collaborated with WPS to advance the investigation and identify the cross-border trafficking network. As the scope and complexity of the investigation expanded, the Ontario Provincial Police (OPP) was engaged to support the cross-border and interprovincial components of the investigation through the Border Enforcement Security Task Force (BEST) and the OPP-led Border Drug Interdiction Task Force (BDIT).
As the investigation progressed, law enforcement partners provided critical support. US agencies, including Homeland Security Investigations (HSI) and the Drug Enforcement Administration, assisted with international aspects of the investigation, while the Toronto Police Service (TPS) and Peel Regional Police (PRP) provided operational and investigative support.
The investigation revealed the use of a broker-style model within the commercial transportation sector. It leveraged established connections to facilitate the cross-border movement of illegal drugs, including the arrangement of drivers to knowingly transport illicit commodities within legitimate supply chains.[…]
On Monday, July 20, 2026, two search warrants were executed in Brampton.
Throughout the investigation and as a result of the search warrants, the following items were seized with approximate quantities:
973 kg suspected cocaine
660 kg of suspected methamphetamine
49 kg suspected opium
230 oxycodone tablets (5 mg)
17 firearms, including an anti-tank rifle
Ammunition
Prohibited devices and weapons including brass knuckles, magazines and baton

The estimated street value of the drugs seized is more than $139 million, representing a significant disruption to the illegal drug supply chain in Ontario.The OPP Provincial Asset Forfeiture Unit has been engaged to investigate any proceeds of crime offences and assist in the seizure of offence-related property.
Twenty-one individuals have been charged with 102 offences contrary to the Criminal Code and the Controlled Drugs and Substances Act. Nineteen of the accused were arrested and two remain outstanding. That isn’t how drug dealers (or arms dealers, or human smugglers) work. They sell all along their routes. Sort of like the milk man; each group has a specific neighborhood of operation. If they can’t sell it at one point in their route, they’ll sell it further along. That’s why you have to go after them all along their routes (those routes are multi-national; they don’t respect state borders). That’s why countries have to work together to take them out.

Simple, there are malcontents who take advantage of the high trust between Canada and the US to traffic between the two countries. Since there is no way of knowing how much illegal drugs, firearms, and other contraband is brought into the country and according to the governments own admission that only 4% of cargo containers are inspected we can assume that there is less inspection on transport trucks coming from America. It would be safe to assume that this seizure is miniscule in comparison to the total transported in. However the transport system relies on drivers so why were these suspects released? How about a mandatory immediate detention until trial and an immediate and compulsory ten year transport and internment upon conviction. Not enough prison cells in the system is not an excuse for release, I am sure that arrangements could be made for temporary accommodation in an isolated area in northern Canada, such as Coats Island in Hudson Bay. Inhumane treatment you argue? How about examining the human cost of drug use that results from the actions of these drug pushers.

Most of the fentanyl entering Canada (and it is a lot) doesn’t come across the US border. AND, it does not come in a finished product like this drug bust shown above. Believe it or not, most comes through in small mail parcels directly from China. China plays a game of musical chairs. It’s illegal to send fentanyl through the mail, so they change the source location and change the name of the contents (sometimes tweeking the make-up to allow a new name for the product). This was a problem in the US until we changed our laws to address it in 2020. Canada didn’t change their laws to catch these violations.
Secondly, most of the mail shipments these days are precursor chemicals like propionyl chloride used to produce fentanyl domestically. China doesn’t just farm out their cheap textile markets to foreign countries. They are now doing the same with their drug trade.
Finally, most finished product deliveries to Canada are coming in through your shipping docks. Those docks are still “policed” by private firms hired by the Dock owner. They aren’t exactly trustworthy as you have probably noticed the ease in which criminal organzations can ship thousands of stolen vehicles overseas through the Antwerp nexus with little problem. Maritime shipping containers are the delivery method of choice on finished products these days. And, you’d probably find that your dock security has a few guys living rather well at the moment.

The private and public railroad systems operate their own internal police forces. And if the railroad systems are calling the shots, their primary motivation is not law enforcement, it’s staying on time and making money.
