Questions about the money given to Option Canada before the 1995 sovereignty referendum have been floating around for 10 years, since Gazette reporter Claude Arpin broke the story of the group’s existence and funding. Although the original amount given to Option Canada has been reported as $4.8 million, a press release announcing Monday’s launch says the new book will show it was actually $5.2 million that was spent.
“At last we know where all the money went, almost down to the penny, and it will be in the book,” Lester said.

    THE CRIMINAL CODE SAYS …:
    The following is from Martin’s Criminal Code, 2006: Section 122 (Breach of trust by public officer), plus an annotation.
    SECT. 122 Every official who, in connection with the duties of his office, commits fraud or a breach of trust is guilty of a indictable offence and liable to imprisonment for a term not exceeding five years, whether or not the fraud or breach of trust would be an offence if it were committed in relation to a private person. R.S., c. C-34, s. 111.
    ANNOTATION This offence requires proof that the accused is an official, that the impugned acts were committed in the general context of the execution of his duties and that the acts constituted a fraud or a breach of trust. Where the allegation is that the acts constituted a breach of trust, while it is not necessary to prove corruption, it must be shown that the accused did an act or failed to do an act contrary to the duty imposed upon him by statute, regulation, his contract of employment or directive in connection with his office and that the act gave him some personal benefit either directly or indirectly. This benefit could be payment of money or merely the hope of a promotion or a desire to please a superior. The criminal law should not be used as a sanction to punish mere technical breaches of conduct or acts of administrative indiscipline or administrative fault. What the law prohibits is some act done in furtherance of personal ends, the use of one’s office in a public service for the promotion of private ends or to obtain directly or indirectly some benefit: R. v. Perreault (1992), 75 C.C.C.” (3d) 445, 48 Q.A.C. 303 (C.A.). >>>

  2. Option Canada is one of a large number of effective fronts that the Ottawa state uses to forward its interests.
    The Ottawa state has long spent billions (that is a ‘b’ — the department of “heritage” alone has a budget of 2 billion per annum) on groups that push views it finds congenial: these are not always views it fully agrees with, but views that help push an argument in a pro-state, big government, socially interventionist direction. Kate’s earlier posts on the gun registry and child care are cases in point. There was a time when we had a social institution in charge of child care: remember the family? Obviously, if the imperial Ottawa state can undermine that institution, there will be more jobs for bureaucrats, academics, and lobbyists.
    What is unusual about Option Canada and the rest of the scandal around federalist propaganda in Quebec is that much of the money appears to have been directly stolen, rather than simply paid out as salaries and fees for writing and publicizing views the state likes.
    As if funding groups it favours is not enough, the Ottawa state also uses legal tactics to try and silence voluntary groups, such as the National Citizens’ Coalition, that it does not like.
    Kate, you’re doing a great job of exposing, one front at a time, the corrupt Ottawa state. I wonder if anyone has accumulated a list of Ottawa-funded ideological spending and front organizations?

    I write software for a living. 2 billion is a farce. No way it costs that much for anything reasonable. We’re not flying to the moon here, kids. It is a database. That’s all.
    The gun registry is a certifiable slushfund and kickback scheme for the Libranos from the get-go, just like AdScam, HRDC, ACOA, BDC, Bombardier, Hotels in Shawinigan, 161 million dollar grants to Paul Martin’s CSL etc. etc.
    Just let the auditor at it, but you know what … there will be more untraceable money. You know why? Because that’s the way that criminal organization named the liberal party of Canada operates.   4. i wonder when someone is going to open up the “foundation funds” that the libranos have been squirreling away that shiela frazer can’t get her hands on. would be nice to know how many billions are scattered around in those.

    I’m aware of that clause. But, for god’s sake, if we held the Liberals to this standard there would not be enough left to form a party, let alone run an election.

    Actually, in my opinion, it goes all the way back to Trudeau’s ‘Just Society’ which was, in reality, a ‘Just Socialist Society’, which, as someone wrote, is really nothing more than a lawyers� game and a talk show game.
    Trudeau’s Just Society was pure smoke and mirrors that was intended to limit individual freedoms by stating a few and leaving others out. By not being specified in the Charter it could and has been argued that some rights do not exist, even though, in common law and usage, they have existed since before the first European set foot on what was to become Canada.

    Affairs and Liberal candidate in the riding of Papineau, confirmed today that
    that he had done some work for the Canadian Unity Council (CUC) in September
    and October 1995. He was a consultant at the time

    should Quebec become independent and the impact that Quebec’s separation would
    have on the North American Free Trade Agreement, as well as on the
    negotiations of the General Agreement on Tariff and Trade now the World Trade
    Organisation,” Minister Pettigrew said.
    “At that time, Minister Pettigrew added, I had many institutional clients
    such as the Quebec ministry of trade, industry and technology, the Caisse de
    d�p�t et de placement du Qu�bec and la Soci�t� de d�veloppement industriel du
    Qu�bec, to name but a few. My work was always focused on political and
    economic policy.”
    Minister Pettigrew specified that he never had any contact with Option
    Canada, a body which was unknown to him.
    “My contractual services were strictly with the Canadian Unity Council.
    The name Option Canada was never mentioned,” he said.
    Author of a book focused on the challenges of globalization, The New
    Politics of Confidence, Pierre Pettigrew, before becoming Member of Parliament
    for Papineau, was a consultant from 1984 to January 1996. Namely, he was a
    vice-president of Samson B�lair Deloitte & Touche International from 1985 to
    1995.

What really sticks in my craw is the fact that in spite of all the Liberal rip-offs the Liberals have committed against the taxpayer over the last 13 years we will still be on the hook for their big fat pensions. Whos says crime doesn’t pay–it certainly does for Liberals in Canada–the crime that keeps on giving. If any of these corrupt Liberals are ever found guilty of their crimes will we still have to pay their pensions or will it be seized by the RCMP as being the proceeds of crime? Can the taxpayer of Canada institute a class action suit against the Liberal mob to protect the treasury from having to pay out pensions to the crooks?

    If the book tells all about Liberal crimes surrounding the 1995 Referendum, Martin’s goose will be cooked, carved and eaten before he even reaches January 23 … and that is the expectation now.
    What we may be witnessing is the total demise of the proven corrupt Liberal party in Quebec …. leaving the electorate the choice between the BQ and the Conservatives … except for Mont-Royal where you could run a blind dog with three legs as a Liberal candidate and get it elected …!!!>>>

    With 82,241 registered ‘charities’, & 7,112 of those having ‘foundation’ in their registered name, Mr. Lester could probably be kept busy for years if he decided to write a sequel to his current book.
