“Failed Liberal candidate given lucrative federal job
Dave Haggard was paid $81,000 for nine months work on report

Former labour leader Dave Haggard, a failed Liberal candidate in 2004, was paid $9,000 a month plus expenses by the Paul Martin government to produce a report on apprenticeship training that has yet to be released to the public.
Haggard, who is running again for the Liberals, said Thursday he worked as a special adviser on apprenticeship issues from early January to Sept. 30, when he submitted his report.
The former IWA-Canada leader said bureaucratic inertia has stalled the report’s release by Belinda Stronach, the minister of human resources and skills development.
Haggard also rejected NDP charges that his appointment to the apprenticeship post was a lucrative political payoff for being a Liberal candidate.
Haggard ran federally in 2004 in New Westminster-Coquitlam, finishing third in a race won by incumbent Conservative Paul Forseth. Haggard had quit his job as IWA president to run as a Liberal.
This time Haggard is challenging NDP incumbent Libby Davies in Vancouver East.
“I’m proud of the report,” said Haggard. “They just haven’t had time to put it out yet but there’s some pretty heady stuff in it.”
Haggard said Stronach is new to her portfolio and “you don’t learn those things overnight.” Stronach was appointed HRSDC minister in the spring of this year after she left the Conservatives to join the Liberals.
Davies questioned why the apprenticeship report has not been released and why Haggard was appointed in the first place.
“It’s outrageous that the Liberals would hire a failed Liberal candidate to produce a report that never makes it into the public realm,” she said.
Davies said Ottawa’s decision to sit on the report “reinforces the image of it being an inside job to pay off Haggard. What else are we to draw from it?”
Davies said “this is the Liberal politics that we’ve come to expect: insider cronyism.”
Haggard dismissed Davies’ accusations of political patronage, saying his report cost far less than most government reports and that he earned less than he did as head of the IWA.
“How can you call that a patronage appointment with me making that kind of money and doing something I was qualified for?”
Haggard worked as a welder and truck driver at MacMillan Bloedel’s Franklin River division in the ’70s. He said he dealt with apprenticeship issues often as an IWA official during the ’80s.
Haggard said he made 21 recommendations regarding a range of apprenticeship training issues, including co-ordination of interprovincial training programs, mobility of apprentices between provinces and the participation of aboriginal Canadians.
Haggard said that he was initially appointed chair of a five-member advisory committee on apprenticeship. The Liberals then dropped the idea of an advisory committee, said Haggard, and changed his job description to special adviser on apprenticeship issues to the minister.
Haggard said he consulted with “275 user groups in every province and territory. So it’s quite reflective of the communities we live and work in.”
Haggard said he met with Stronach at the end of September. “All the feedback was that they were quite happy about it. Like I say: It’s something that I’ve been waiting to do for 25 years.”

First, they pay off add execs. Now, they pay a ton of cash to their failed candidates to do “research”.
monty’s got quite the wry sense of humour. his room mate in ottawa chuck strahl (no they’re not fat liberal bagmen who live in the glebe) has been goaded into providing his own blog too. they’ve both got excellent points of view for revolutionaries.

Hmmm… that reminds me of something I read in school an eon ago which made no sense… what’s a “frumious baundersnautch”? And what’s it mean to do “gyre and gimble in the wabe”?
Perhaps the former is Paul Martin and the latter means to screw Canadians out of money and votes from his fancy-schmancy office…
As for Jason Kenney not being “heaven”, well, he ain’t Rona Ambrose… no offence, Jason…
Seriously, Monte continues later in that post:
“Everyone is working their guts out and they don’t get paid a red cent. They’re here because they care and they want a better Canada.”
He’s so right, ain’t he? That’s what I do, and I’m damn proud of it. (Ok, I work my guts out only part time; gotta put my nose over the roaster the rest of the time for my daily bread and bacon).
I think when the light of day shines on the current Liberal government we will find a litany of these types of situations.
That is why we need a change of government so badly in this country.
The CPC war room came up with a pretty good tv spot. Found on Bourque

Kate, Oh Kate are you there? Maybe you are in heaven. Check your pulse! Oh well…
Hello all,
I have a question that needs to be answered.
What are “Canadian values”?
We hear Paul Martin speak of them, and how the Liberal Party is the defender or representative of such values. But the funny thing is, no one, to the best of my knowledge has given a definition or even a shmeck of a hint of what a Canadian value is.
Some may feel that our values are tied into our national identity, which I believe is somewhat true. As I see it, our national identity/character has always been subdued because for the simple reason is that there was no defining moment in early Canadian history to set us apart. The American Revolution defined America character, but in regards to the Canadian aspect, I would venture to say that revolution, or lack of participation in it, gave us our identity also.
What type of identity I’m not sure of, but I feel it has something to do with loyalty, contentment, the secure feeling of obtaining a goal without seeking fanfare (modesty?). And no, health care is not a Canadian trait, character aspect, etc…
So what is a Canadian value? Honesty? Fairness? Decency? Modesty? Discipline? Compassionate when need be? Firm when required?
So I ask, what are Canadian values?
Thankyou.
Before you define Canadian values, maybe a definition of what compromises a Canadian should come first.
Whoops. Threw that up at late last night, and didn’t check it. Looks like you figured it out for yourselves!
Sorry folks….Too much turkey over the holidays the word is comprise not compromise.
Canadian Values:
Since ‘value’ is not an intrinsic property of anything – ‘values’ require assignment by a valuator and are therefore a (probably flawed) opinion – Canadian Values can be whatever suits the proponent. Because of this, they are unmeasurable: A perfect political tool.
That is a GREAT question, Garyinwpg. What does define a Canadian? The left would have you believe that “not being American” is an answer but it is most certainly not.
Just what is the same about the Atlantic fisherman, the Quebecquois lumberjack, the Toronto business tycoon (or even the gangsta), the prairie wheat farmer, BC logger or the trucker driving on ice roads in the NWT? There are enough differences out there to make four or five separate countries so what keeps Canada together?
Inquiring minds want to know.
Ceart no cigar…A value system once defined can be measured, intrinsic or otherwise. Does rhetoric of failure ring a bell?

Texas…The same can be said of the great USA, just substitute american geography. What keeps them together…a heavy hand?

Barry Campbell and income trusts:
One well-connected Liberal
Throughout the fall, the Yellow Pages Group, Canada’s largest non-energy income trust, worked hard to ensure the Liberals made the decision they wanted on income trusts.
Publicly, CEO Marc Tellier criticized the Martin government for putting the investment model in doubt. But behind the scenes, Tellier and the Yellow Pages Group had hired the best representative money could buy to make their case directly to the Finance Department.
According to Industry Canada’s Lobbyist Registration website, Barry Campbell and his firm, Campbell Strategies Inc., were the sole lobbyists for the Yellow Pages Group on income trusts.> more

He’s one of the fish in this but the big one is Larry Tanenbaum – the Liberal’s National Fundraising Chair.
You may have heard of Larry – he runs this small company called Maple Leaf Sports and Entertainment. MLSE has three shareholders – Bell (a company that’s shares rose 5% the day the announcement was made), Teacher’s Pension Plan (a pension fund that holds countless income trusts amongst its holdings and relies on ITs as exit strategies for many of its investments) and TD Bank (a small company that has literally made millions over the last 5 years leading income trusts).
This guy is the national fundraising chair, the income trust review was KILLING the Libs fundraising efforts and I can tell you as a matter of fact, a lot of Bay Street types have been receiving a lot of direct phone calls from Larry since November 24th asking for cash. I have a funny feeling the RCMP will be looking at the list of Lib Bay Street donors shortly to

Great detective work there maz2. Got any leads on the Loch Ness monster?
Ron said “Before you define Canadian values, maybe a definition of what compromises a Canadian should come first.”
Ron, a Canadian is one who is a Canadian citizen. Duh, huh?
BTW, you had a brainfart there… “…what compromises a Canadian…”
“compromises”?
Use your brain. And don’t go on and parrot Liberal dogma, please. We’ve heard it all before.
(Violins)
*Sigh*
BTW, speaking of values, see the most recent post I did at:
http://thecanadiansentinel.blogspot.com
Dyslexia is such a bitch — I first read that as “Kennedys from Heaven”. (Needless to say, I found THAT highly unlikely.)
Ah, yes, Ron is at it again. Always the same non-answer and bonus points for mentioning America AND a heavy hand.
I agreed with Gary that his question was a valid one and I’d like to know the answer too. The question is still out there. Anyone?
Ron,
The definition of being Canadian just seems to escape a definition, the closest I can figure is The land is the people and the people is the land.
Being Canadian is part of that, but what gives us, as a nation, character I’m not sure, and that question has been hounding me.
Ihen I was a young lad in army cadets, in learning what leadership was, I was told in being a leader one must set an example on how one speaks, how one carries themselves (deportment), how one acts and how one even thinks. It is a tall order to attempt and I tried throughout my life, especially thru my military career, and it is a difficult task. But in my experiance, I find in my case that is what defines me as a Canadian, because I have not found anything definite.
But in pursuing that definition, I have somewhat rationalized, that we as Canadians have been contented in who we are, hence the lack of participation in the American Revolution, and have always done what is required of us as a nation without fanfare, without blowing our own horns for all to hear, but secure in the simple satisfaction of a job well done.
I would hope that the Liberals would stop dictating to Canadians what their values should be.
Each Canadian has their own value system, correct?
Who are the Liberals to tell us all that if our values aren’t the same as Paul Martin’s, then we aren’t Canadian? Now that’s scary. I don’t value crime, corruption and gross incompetence. I don’t value the Liberals’ preference to just let the terrorists come in and kill us. I don’t value high taxes and a flatlined economy. I don’t value dishonesty. I don’t value Paul Martin’s refusal to obey the democratic will of Parliament. And on and on…
Do the people want the Liberals imposing their own “values” upon them?
The Liberals need to stop thumping the Red Book and start being tolerant of everyones’ differences.
But they won’t, hence the urgent need to throw them out of power January 23rd.
Good question on “Canadian Values”. PMPM has been touting these “Values” for some time now. Based on PMPM’s and the Libs observable behaviour, I think their top five are as follows:
1. Entitlement
2. Hypocracy
3. Venality
4. Superiority
5. Entitlement
Actions speak louder than words.

Chuck Strahl’s blog. Worth a read
Martin’s Canadian values = lots of talk about activist gov’t during elections and dithering otherwise.
Syncrodox got it right. Aren’t these the values espoused by Scotty and Belinda (the Libs answer to Barbie & Ken) when they crossed the floor?
Obviously a “value”(noun) is something that we Canadian citzens Value(verb). We value something if we are prepared to spend our time or energy or money to support that value. If we don’t support this “value” in these real ways, it is not a value but a “story”.
It would follow then that the liberals deem themselves the only true Canadian “value”.
What is a Canadian?
A Canadian loves hockey!
Cheers
