They just don’t want to have to look at them. The homeless offend them, and offending is now a crime.

I’m sure this goal will be fulfilled, just as well as using BMW EVs for police patrols.

They didn’t say that people in tents stop it being a flood channel. But obviously since they know there are many people living there in tents, contrary to zoning bylaws at least, when they have warning of a possible flood for which they rely on drainage there to prevent or reduce flooding, they’ll have to get the people out of there. And the personnel and equipment that they will need to do that will likely be needed for other important work at such a time. And the people they will have to get to move will probably include a troublesome number who will need help to be moved and/or will be uncooperative.
