This is called “community based mental health treatment”. Aka “dump them in the streets” school of psychiatry.
Too bad Mr. Good Samaritan dude didn’t give her an elbow shot. Poor man’s Thorazine, that is.
I know someone in mental health and this par for the course. These people attack children in public places, attempt suicide and require hundreds of thousands of dollars from the health system and they murder people and are put back on the street with a regular check from you and me.
They are lunatics and your government has released them among you for sake of ‘fairness’. Be on guard, they are walking a street, riding a bus, and in a store next to you.
They aren’t on the streets due to any concept of fairness, it is simply too costly to keep them in institutions,where they belong.This mental health cost dump started all across Canada in the early 1980’s,and no government of any stripe has done a damned thing to address it.
This is Canada’s national disgrace, one that no politician wants to discuss.

My granddad was a Scottish WW1 vet. During the depression he rode around on the roofs of trains with the bums looking for work. It would be polite to say he had a deep respect for money.
In any event he would not pay for a barber, he would use a match to burn off his hair and a damp towel. It was a little trick he learned in the trenches.

That may be partly true,but a great surge in Community Rights Activists around that era helped establish it was against people’s “rights” to be stopped from attacking random strangers,setting fires,evacuating your bowels in store doorways and being made to take your meds,and all the other great things that make(mostly urban) living so hip and cool……You know what happens to rat and rodent colonies when you pack ’em in too tight…:)
And the solution isn’t to give state the power to put people in looney bins against their will nor is it to take money from taxpayers to pay for the treatment. The solution is to restore the right to self-defense. In a civilized society there would be no need to call for police … cleanup crew would be all that was needed.
Rolling looney bins on wheels, conveyances for scumbags to broaden their territory. Seen this one?

This is the future the Elite class wants for you in the name of environmentalism. Don’t worry though you can be assured our tax dollars will never be used for them being forced by regulation onto public transport.
Our betters of course will still be allowed private cars or limo’s that you will pay for. mean while they can over regulate the use of private transportation in the name of the Earth Goddess.
Here here, a coherent summation of the issue. We are responsible for our own individual security. Be vigilant in situations where you are required to trust strangers and be prepared to defend yourself when they violate that trust.
