I don’t know what the legal fallout is in California when a non unionized person (a mayor) seeks a unionized (the police officer) person’s job but I suspect that’s a problem in most other jurisdictions too.

In the old days a cop wouldn’t grapple with a drug addict. Holster therapy my friend. Nowadays the police can’t win. Regardless of what they do people stand by recording them with their phones and hurling verbal abuse at them. This is why an 80 year old lady can be pushed to the ground, ending up dead, and people shrug. You having a lot of experience with police violence says more about you than the police.
