Yeah, I remember the Phoenix pay system. Every second Monday at Transport Canada we had to check our pay account to make sure there would be a deposit on Wednesday. It turns out the three IT execs in charge received bonuses because the rollout was on time, there was no penalty for the massive failures.
In contrast when we changed our aircraft maintenance program for the govt’s fleet of aircraft we ran the old and new systems in parallel for months and compared them twice a week to ensure there were no mistakes.
But the “Performance Bonuses”,paid every year for 14 years..
Good enough for government.
Heh ,maybe the Phoenix Payroll program was Canada’s first A.I.?

How much less would it have cost to have ADP do it?
Tens of millions would be the correct answer. No need for actual accuracy as this is Canada.
The stark reality is that most all governmental departments aren’t created to solve problems that we as voters can’t resolve ourselves. Truth is that they are wealth re-distribution brokers using other people’s money and “job” creation agencies. Never mind that nothing useful ever gets done, the real goal is creation of more hapless voters aided and abetted by feckless immigration policies, all in a quest for success in the next fixed election.
