We already have that. It is disguised as eminent domain for solar and wind farms.

Shrug. In other words, South Africa is getting to be just like Ontario, where – by virtue of the Provincial Policy Statement on Land Use and various pieces of environmental legislation – our Governments have been doing the same thing for 20 years.
South Africa produces some two-thirds of all platinum mined in the world, with Russia producing a good chunk of the rest as a secondary product of their nickel mining.
