CRA thinks they can bully their way and with unsophisticated taxpayers and they are often successful. I don’t remember ever losing an appeal. It might have happened but I never appealed losers. I would sometimes appeal for free or low cost to prevent an injustice. I remember a judge saying, “How much money is in question?” The reply being, ” $452.27.” To which the judge replied, “I’m sure everyone has something they’d much rather be doing.” But I won and got costs. They often know they have a bad case but won’t settle. I wouldn’t doubt that Canadians pay a billion dollars in taxes they don’t owe.

There must be lots of Canadians who would rather pay the “discrepancy” than spend time arguing with a bureaucrat. Under a certain threshold, it is easier to not fight.

The Feds structure income tax salary deductions so that most Canadians get a refund when they do their taxes.
You are dreaming in technicolour. This whole “most Canadians” bit depends on how well the TD-1 is filled out. Given the general lack of knowledge about the TD-1 and its implications, my bet is that the vast majority of those refunds are because of deductions for childcare, RRSPs, donations, and medical expenses which were not factored in when the TD-1 was filled out..
Spent a quarter of a century working for a major tax preparation firm, and there was a reason I had a box of Kleenex on my desk. Spent a lot of time explaining to young’uns how the tax system worked. Far too often, had to tell the kids that – should they have more than one job – then the second TD-1 needed to have “zero” for the basic deduction or they would owe come tax time.

I really don’t care why people get refunds.
In 2024, 58% of tax filers got refunds.
My situation is such that I have to pay. Because of this the CRA insists I pay each year by instalment, with first payment in January.
However, when I pay my previous year’s taxes in April, the government refunds the instalment payment made in January.
The federal system is constructed such that the average taxpayer is lost much like the babes in the woods of the Black Forest . Between the CRA, the Bank of Canada, Canada Post, and the chartered banks the taxpayer is at a disadvantage the size of Mount Everest. I have personal experience with how these agencies behave with respect to Canadians both alive and dead.

1989 they disputed my self employed claim and decalerd employed (as in wage earner) under contract, then they *copied* the earnings claimed form one box to the other doubling my taxes owed and hounded me 2 years. they caved when l laid it all out on their counter and advised the next stop was the local newspaper, happened to be Hamilton Spectator. (l remember their big sign whilst coming into town via 403 from home in Burlington)

It turns out they can change the rules retroactively and punish you for crimes that did not exist when you committed them.
Turns out “Income” is a crime..

We got an audit notice in 2023 for no tax filed in 2006 and CRA is withholding a tax refund due to this.
What happened I “bought” my daughters limited company number that year and she was suppose to file a zero income report.
Me being the new owner was now responsible for filing that.
I thought we were only to keep records for 7 years – thankfully I have records from 20years ago and was able to file that zero income report.
I did get my refund but it did make me question the reason behind auditing a small one person software company for events 17 years ago…
