It’s almost as though there’s a market for oil that doesn’t care about meetings.

That’s $11 billion going to multiple middle-men rather than to Russia. Note that sanctions were not designed to prevent Russian oil sales but to reduce Russia’s ability to profit from them. You are describing a sanctions success story (albeit a feeble one in my opinion, as I think sanctions should be a lot tougher).
Always look behind the headlines. When you read “Russian Oil and Gas Revenues more than doubled in October” it seems a jolly exciting “primrose path” moment. But read the actual story and the facts are rather less rosy for the Russian budget.
