I don’t know but what I do know is there was no debate about it in Canada. It’s just happened like so many things.
I have it on good authority that male sex offenders and other cretins are being transferred to women’s federal facilities at an alarming rate. And that the attacks are so numerous that the feds have quietly being paying out a nominal sum for each incident, no questions asked. Canada, btw.

Asked if women born women would ever be housed in a male jail, Ms Sturgeon said: “I don’t think there are circumstances there.”
It was then put to the FM, that therefore there were different rules for transwomen. She said: “Yes. There is a risk assessment process done for trans women that takes account of the nature of the crime, clearly significant concern arises out of sexual crime and whether it’s appropriate for them to be in a female prison or a male prison.”
This is an almost sane attitude. Maybe people that beat and/or rape women should not be housed with women? It should not matter whether they have XX or XY Chromosomes.

I’m certain that the typical men’s prison ‘bitch’ … appears far more “female” … than a trans woman > man does. So “he” would be as safe as any other fat, ugly, man in prison.
