Another issue with heat is that whatever wiring they use becomes hot not only from transmitting the energy, but from the ambient temp outside its insulation. The hotter the wires, the greater the resistance to transmission..the less Energy received.

Medicine Hat has one of the highest rates of sunshine hours in Canada with an average of 2544 hours over 330 days with measurable sunshine (54% of possible daylight hours). I doubt if England has as good conditions. Possibly what they meant was that it would only be profitable if there was 15,000 hours of sunlight per year.
