Ten years is a reasonable amount of time to investigate and discuss northern development. It appears to be a perpetual motion machine, but is energized by real differences that can be tuned and amplified by grifters promising they can fix it with a just a little more power and money.
The problems arise from several false assumptions:
-Social and cultural stress can be assessed and redressed in economic/ material terms.
-Differences in cultural values and resilience can be ignored, except when it’s more convenient not to.
-That there is hope of restoring the human condition apart from God
Something for thought. How much native crime would there be in Winnipeg today if northern development had focused on respecting the natives? The native communities did not have the strength to stand against the onslaught of sex, drugs / (alcohol) and rock ‘n roll (culture). Nor does anyone, they’re all so enjoyable in the moment. It’s now 45 years since the Berger inquiry killed the Mackenzie Valley Pipeline. I don’t recall when it started, but I do recall that it lasted several years, producing the result that PET wanted all along.
