so 200 dogs all ready here have just had their chances for adoption diminished. Adopting a Chernobyl dog will be so virtuous and brag worthy at the dog park.

After the collapse of communism Romania got rid of a lot of its future criminal class by convincing gullible Americans to adopt “Romanian” orphans—actually gypsy children begotten under the communists so mama could qualify for free stuff and then dumped on the state—and pay small fortunes for the privilege.
I see no lessons were learned in the West.
