They mainly determine whether a school has a sufficient bureaucracy to waste enough resources to be a real school.

In the Paikin situation it does not sound like he did very much — propositioned her. Well so what? She says no and it’s done. Actually he is denying the allegation anyway, but to lose his job over such a trivial encounter would be ludicrous and TVO could be in trouble if they suspended him in any way.
