Alberta must figure the revenue from selling oil to the US into the transfer payment formula, however the revenue Quebec gets for selling electricity to the US is exempted from the transfer payment formula. A long line of PMs from Quebec have made sure that never changes. The one PM from Alberta with a majority government didn’t use that power to make Quebec fairly accountable.
