My Opinion: Someone is getting paid by “A Pinch of Heaven” for the dogs, but it is not the county.
That “You don’t understand the political ramifications of this” is telling. One doesn’t say things like that about simple graft.
I don’t think there’s necessarily kickbacks going on; animal “lovers” can be batshit insane when it comes to anthropomorphizing their “furbabies” or valuing them over human lives. Simple pressure by the rescue shelters, say by threatening to smear animal control with the number of animals they have to euthanize each year, would certainly keep a low-level city bureaucrat running scared.
