What kind of a state assumes the 100% guilt of its citizens? What kind of administration can defend this? There is only one kind of state I can think of which demands the total surveillance of its citizens as crutial to government continuity.

I don’t think this shows the state thinks 100% of its citizens are guilty. I think it shows the state thinks it doesn’t matter whether any citizens are guilty or innocent. I don’t mean things are o.k. because of that, I’m just saying that’s the collective mindset of the government organs involved.

The former Soviet Union and its slave state clients, such as East Germany, were well practiced in this form of surveillance.
In Canada, the firearms laws are the most visible example of the state assuming all firearms owners are guilty of something.
