The reason Keystone needs to be reviewed over and over again is because the project is worthless. The contractors have a record of developing infrastructure comparable to paper mache and skimping on the reviewing and prevention process later, the US stands to lose a ton of otherwise devolopable land or put it at risk to spills and that goes 2x for Canada, and specifically in the case of Canada, that’s a horrible investment to make when Oil is being sold at firesale prices to non-national interests.
The only reason it isn’t laughed away right off the start is because too many people who don’t understand how to market natural resources think it’s a really good idea for some reason.
So projects that will generate tens of thousands of high paying jobs and huge revenues for the State and Federal governments and reduce America’s need for Arab oil needs years more study.
Projects that require hundreds of millions of tax payers be diverted from useful tasks and diverted in crony capitalist schemes that do little except generate large donations for the Obama reelection campaign need 24 hours scrutiny.

Technically, Obambam is only “responsible” to hokey dokey about the first 50′ of pipeline that crosses the international border. The rest of all the Keystone comes under state regulators, just like the hundreds of other pipelines already criss-crossing the US. The whole thing is about a narcissist showing how important he thinks he is (and the msm that follow blindly).
Well, uxxxxxx whatever your name is,how does it feel to take money from BIG OIL,the biggest oil producer in the world(Saudi Arabia)? With the most to lose from the XL pipeline.What are they paying,enough for beer ? You should use it to pay rent to your mommy to at least pay for the power to run your computer.
There’s another glitch in the decision, and that is that Obama’s great friend, who donates millions to his campaign, is Warren Buffet.
And Buffet currently ships the oil via his Burlington Northern trains. His trains can handle all the crude oil shipped from Alberta – and thus, Buffet is in competition with the Keystone Pipeline. Buffet doesn’t want that pipeline built because without it – HE gets very, very wealthy.
The rail option would cost more; it would avoid the wetlands area, but, the greenhouse emissions would be much greater than the Keystone pipeline.
So, Obama’s decision wasn’t based on any environmental review requirements (the pipeline had already been reviewed for three, yes, three, years).
Obama’s decision was political – First, for his buddy, Buffet. And Buffet’s campaign donations. And second, for the leftist environmentalists who aren’t aware, heh, of Buffet’s Trains.
Remember, Obama’s decisions are always and only about one thing: Himself.
It is worth mentioning that Keystone probably wouldn’t have cost taxpayers anything; Solyndra’s losses came out of the taxpayer’s hides.
It seems to me a pipeline would be a safer mode of transport than a rail car.
