Lazy people(intellectually). I can not speak for parties in the too distant past, but I can speak about the last two Liberal governments(from my perspective). It seems to me that most people do not like to think too hard about many things. Most people make their political decisions on intuition or gut feelings. It is very hard to take a serious position on economics or foreign policy because it requires investigation and analysis. On the other hand it is very easy to fall in line on issues of the heart, for example feed the hungry, peace keeping, save the environment(dare I say Utopia). The people who prescribe to these types of issues are a voting block, and this block is currently served by the Greens, the NDP and finally the Liberals. So the Liberals understand lazy people and how to facilitate this laziness. As long as there are enough hard working tax payers this strategy is brilliant.
