Scott Reid is the former Director of Communications for former Prime Minister Paul Martin.
Geoff Norquay was briefly Director of Communications for Stephen Harper when he was Leader of the Opposition. He was also a senior advisor to former Prime Minister Brian Mulroney.

Scott Reid, Liberal Strategist: I’ll tell you why after 13 years of retiring debt, balancing budgets, cutting taxes and investing in healthcare and education we’re not in government any longer is because the RCMP screwed us in the last election Geoff, and you know what? You guys should call, you guys should call an enquiry with real powers, because everyone is starting to wonder what it is this Conservative Government doesn’t want people to know about the RCMP. Something smells bad, something’s being hidden.
Mike, (Duffy) if you really want to know what’s going on, get on your drum as a media person, and ask them to put together a real inquiry-

Scott Reid: How come you won’t let an independent inquiry, a judicial inquiry —
Geoff Norquay: —- There’s going to be an inquiry, Scott.
Scott Reid: No there’s not!
Geoff Norquay: There IS going to be an inquiry.
Scott Reid: Huh? You know what, Tim, (forgot it wasn’t Tim Powers he was talking to) it’s not an inquiry- it might as well be a book review. The guy isn’t going to have, whoever the person is, we don’t know, it may be Captain Kangaroo for all we know, will not have powers —-
Geoff Norquay: Oh, right, that’s very respectful Scott.
Scott Reid: — will not have powers of investigation, will not have powers of subpoena, will not have judicial authority. There IS a mechanism for a judicial inquiry, you guys have chosen not to do everything you could to get to the bottom of this, I gotta wonder WHY.
Geoff Norquay: Yeah, well, me too.
Scott Reid: Because there are answers that you don’t want dug-up, my friend.
Geoff Norquay: We weren’t in office Scott, it happened on your watch!
Scott Reid: What is going on with your relationship with the former Commissioner of the RCMP?

Scott Reid: Really? I don’t think so, that’s actually not what he says, but, in any event, you guys have not done everything you could to get answers to the tough questions. The first event that Steven Harper did the day after the election was with the Commissioner of the RCMP. Something is OFF. Geoff, you guys could do more, you’redoing less, there’s a reason why, you know it.
Geoff Norquay: That’s beneath contempt, Scott.

Nudge, nudge, wink, wink. You take care of my dirty laundry and I’ll take care of … For anyone searching for a theory on how the Mounties could have fallen into such disrepute, try that old survival formula. It’s been around since the beginning of time. It’s the way politics often works.
In the later Chrétien years, when allegations of corruption came to the surface, the prime minister, whether culpable or not, was in a position wherein he could well use a little help from his friends on the force. He was able — so the unproved theory goes — to get it. The Mounties allegedly compromised themselves and bent over backward to protect him; in turn, the Liberals were not about to go raining on any Redcoats’ ugly parade. Oversight fell by the wayside and the Mounties tumbled into further malfeasance, culminating this week with the pension plan mismanagement allegations of cover-ups, cronyism and scandal.
The Chrétien years had their upsides, but the downside featured the Business Development Bank fiasco, the sponsorship scandal, and other controversies related to grants and loans pouring into the prime minister’s Shawinigan riding. When Giuliano Zaccardelli became RCMP commissioner in 2000, many of the alleged misdeeds were coming to light.

    saying that the RCMP were Chretien’s patsy’s.
    This is going to get ugly for the liberals. No wonder the Libs want to send this into a three year “inquiry” abyss.

A Public Inquiry would allow the Liberals to know exactly who and when witnesses are going to be interogated; allows them to block witneses; allows them to stack the judges (we all know pretty well every mudge is Liberal) ; allows them to stall, demand retractions, intimidate people who might come forward but would not in a public inquiry…
    A real investigation is behind the scenes, private, the witnesses are protected by privacy, the findings are not revealed until all parties of interest are investigated.
    Public Inquiry is the Liberal way to white wash and muddy the waters. Witness the Gomery gong show.
    The taxpayer actually PAID for lawyers whose job was to obstruct justice.
    So, keep your eyes open. Every single Liberal who is shrieking and going bug eyed nutso demanding a “public inquiry” knows there is something to cover up. Scott Reid was in the thick of this stuff.
    Then you have former Justice Minister Irwin Cottler who was screeching in the HOuse and then on talk radio all over Canada in the past few days.
    Make note of the names of those doing this PI screeching – they should be top on the list for the PRIVATE police investigation don’t you think.

  5. After Scott Reid’s dismal performance in the last election I took solice in the fact that the Liberal Party would never let this abrasive a$$hole get in front of a camera and represent them to the public ever agian. What the hell are they thinking?
    I guess an election must be near, the Liberals are already going back to their bread and butter strategy of instilling irrational fear in the public, what a bunch of pathetic losers!

  6. If Scott Reid is referring to the well-timed announcement of an investigation into the Trust leak, he could have a point.
    That the LP was in power and perhaps held sway over some of the leadership in the RCMP, that doesn’t mean that there weren’t elements in the lower echelons of the force that were sympathetic to the CP. And they – the lower ranking elements – could have, on their own or in coordination with the CP, have announced the trust investigation. That they waited until the election to do it could be because to do it earlier would have left them exposed to the wrath of the RCM leadership – during an election everyone was watching and the head honchos would have been plainly seen to be meddling in an investigation had they shut it down.
    Even if the CP was involved in the timing, while it is bare-knuckle politics to be sure, it is not illegal and it is not a cover-up.
    To the surprise of many (not me) the next election may – like the last one – have Liberal corruption as a major issue.

    i’m not sure about links to the liberal party overall, i think it was more a personal thing with chretien. Remember grand mere and the subsequent acts of revenge over that?

  8. And, as I understand it, the investigation has no direction to examine this part of the RCMP’s conduct, but rather the handling of the force’s pension funds. and it will have the power to subpoena,etc.
    It should also be noted that Scott Reid himself would have had no qualms about doing something like this himself. Or worse.

    The Chretien RCMP thing goes back to the RCMP failures after after the 95 referendum when they allowed that guy to break into 24 Sussex…..After that the RCMP was compliant and did whatever was required……

  10. I don’t see Scotty’s outburst as a strategy. More of a symptom of panicked frustration.
    The Liberals are accustomed having their hand in the till . . um. . I mean on the tiller. The customary media adulation is fading. Their access to the public purse has been cut off. Patronage appointments of their cronies are now impossible.
    It is not the life they are accustomed to. The Harper “timeout”, as a result of their leadership convention debacle, is now a yawning abyss.
    It looks good on them.

    1. You have to be against capital punishment, but support abortion on demand.

    10. You have to believe that self-esteem is more important than actually doing something to earn it.
    11. You have to believe that Mel Gibson spent $25 million of his own money to make “The Passion of the Christ” for financial gain only.
    12. You have to believe that taxes are too low, but ATM fees are too high.
    13. You have to believe that standardized tests are racist, but racial quotas and set-asides are not.
    14. You have to believe that the only reason socialism hasn’t worked anywhere it’s been tried is because the right people haven’t been in charge.
    15. You have to believe that homosexual parades displaying drag queens and transvestites should be constitutionally protected, and manger scenes at Christmas should be illegal.
    16. You have to believe that this message is a part of a vast, right-wing conspiracy.

The 2005 Goodale Income Trust leak, which benefitted many many “insiders unknown or un-revealed by the so called RCMP investigation” was only “investigated” (ie: went through the motions but, from the RCMP: nothing much to see here folks, move along, this one little beurocrat caused billions of dollars of trusts to suddenly change hands in a 24 hour periiod – that’s it case closed. Too bad – so sad.
    In my opinion this so called RCMP Goodale IT investigation WAS a cover up.
    And, they had to at least go through the motions with the NDP screeching about this every single day and demanding an investigation. It would “look” bad if the RCMP did nothing at all as was the usual for any scent of Liberal “irregularties”.
    So, finally, months later and with NDP Judy getting lots of press questioning WHY no investigation the RCMP sent her a letter saying, “Oh, okay we’re going to look into this”.
    Judy publicized the letter. Who did the Liberals slap around for this one? How DARE the RCMP investigate THEM. As you saw Scott Reid. It was well, unCanadian of the RCMP to investigate Liberals.
    Scott Reid and other Liberals are acting like they have been “betrayed” by their own puppets.
    The Whistleblower legislation from the Accountability Act (held up almost a year by the Liberal senate) will be in force on April 15.
    Tell all your friends in the RCMP and government -that they can finally spill the rancid beans on these people.

    Oh my goodness what a joke. Why Macleans even lets Feschuk back after being the comic relief on the Liberal campaign is beyond me….has his journalistic and objective credibility not been bent, folded, spindled and mutilated by now….and quite frankly he isnt really that funny.

  16. Here’s a tidbit you might not know. As with the EI fund, the Liberals raided the RCMP pension fund as it had a significant surplus. The Rank and File complained and won, but rather than pay back the many, many millions stolen by the Liberal government, a deal was reached whereby members who served during the Liberal thefts had their eligibility requirements for full pension reduced. A nice deal for RCMP members, but it goes to hide the outrageous actions of the Chrestien Liberals and their willingness to steal other people’s money in order to “balance” the budget.

  17. Martin was obviously a major author of his own fate.
    But Scotty was director of communications of a campaign that transformed what all the media “media smart guys” predicted would be the “biggest majority in Canadian history” first to a minority and then to outright defeat. He directly greased the skids for Martin with his “beer and popcorn” rant and to a small extent with his suggestion for Albertans.
    That M.Dion would even let Scotty represent the Liberal Party in the media is shocking. It’s like keeping Captain Hazelwood on staff to pilot your next oil shipment.
    Scott Reid and Scott Feschuck, in a move that makes satire redundant, have now apparently teamed up to create a speech writing company.

    Or perhaps it was 13 hears of arrogance, corruption and incompetence, a record of non-achievement unrivalled in modern Canadian governance. No matter, Reid’s mouth has handed us another powerful talking point and possibly ad:
    “we’re not in government any longer is because the RCMP screwed us in the last election.”
    Followed by – so, this is the “new” Liberal party.
    Thanks Scott, this one’s even better than beer and popcorn. Libs made a big mistake keeping this guy around.
    The “new” Lib party just like the old, but without the savvy and ruthlessness that marked the Chretien era. Right now, they are trying to blame Tories for RCMP scandal that happened on their watch, and their “Stockwellgate” attempt has blown up their faces, where Holland and Jennings are facing some very serious accusations around the seizure of documents that didn’t belong to them, including the personnel files of a member of parliament.
    The gift just keeps on giving. Maybe the Liberals will wake up when their support drops below 20%; though I doubt it.

    In time perhaps, in time. I am reminded of the story about the young rooster and the old rooster and the hens…
    The CP could have jumped on the investigation bandwagon immediately after they were elected. And been branded as having engaged in a witch hunt and met with resistance from the civil service and the public.
    But they didn’t.
    Instead, they have moved slowly but steadily to get access of information and audit rules changed and to let the RCMP revolt against their leadership – (thus earning their gratitude for allowing them to renew their morale). And now they are starting in camera investigations that will get to the truth rather than the grandstanding with little results and millions spent like we saw with Gomery.
    Slowly, but surely, the CP will get to the bottom of much of the evil that the LP committed and with it they will ensure a decade or more of conservative rule.

He stated that his e-mails the day of the breach of trust were sent to a friend that he met at a Stones concert.Later it turned out that this friend was actually an investment banker.Oh dear,just a little difference there,not really worth looking into. Also ,he was questioned by the mounties a week before the election,another little item that wasn’t really important,was it? Dingwall recieved his hush money the Friday afternoon before Monday’s vote. Another coincidence? He was in the thick of adscam from the beginning.If the libs ever get back into power I will seriously consider moving to the states.

  28. hmm..the RCMP is in huff when, it’s their money stolen, but its ok for the head of the RCMP to move money around through secret bank accounts and no is one charged. Don’t get me started on how corrupt they really are, the real criminals are harper, and the conservatives. They have, missed a real opportunity to clean things up and put the criminals behind bars, but instead play politics, instead of doing what is right for Canada.

  30. I would not be surprised to find out that Chretain and his cronies are behind all of Martin’s problems. I also think that there are still too many Martin/Chretain people either as MPs or in places of influence. There was a real hate between these two, and Martin plotted for 10 yrs to get rid of JC. But, Chretain has all his bases covered, and is very rich. He is also a vindictive man. JC and Zac were very friendly. A word here and there, get Martin would have an effect. I really believe JC is out to destroy the liberals because they tossed him. I don’t think Reid and Holland have grasped the fact that every time they try to get Harper, it falls back on them. Good for Stockwell to see thru an inquiry.
    Personally, I think the beer and popcorn remark did more harm than the RCMP investigation. At least Reid believes in equality. He made stupid remarks on both CBC, Newman, and CTV, Duffy. Canada needs a Bob Woodward, but instead, we have a much superior sourse to get the truth out. SDA.
    I just wish I was able to get Duffy via my cable system.

It took over two years to remove Nixon after the watergate break-in and a couple more to put everyone in jail save the ringleader Nixon who was effectively pardoned by Ford.
    Compare what’s happening to how the LP handled the Airbus issue BTW.

    Woodward, and Bernstein and Bradlee are far over-rated IMO on their role in breaking “Watergate”. It was the Justice dept. that did the investigating and kept going despite immense pressure from the White House to stop. The wheels of justice kept rolling on before during and after W&B were doing their reporting in the Post. And that includes the huge misreporting of Jeb Magruder’s role in the plumbing jobs and the cover-up that almost turned public opinion in favour of the president.
    The books “All the President’s Men” and “The Final Days” are rife with outright factual errors and spin, not unlike every other book Woodward has written including “Plan of Attack”.
    What Canada needs is a Justice dept. that has the autonomy of the US’s.

    Could be he and his Librano gang are under extreme stress with this new investigation called by the Tories. Our man on the file, Stockwell Day is a very good Minister, doing a great job so far.
    He’ll leave no holes for the weasels to tunnel out. The investigators will get all the help they need to get to the rot.
    There are some pretty big names who will get the nod to testify.
    Never know where the trail will lead.

  38. As to the larger matter of the RCMP and corruption…we as Canadians have to ask this question: How can the largest criminal organization in Canada hold federal office for over a decade without leadership and key operators not landing in jail?
    The LPC IS a crimimal cartel…it’s core competency is public theft, fraud, breech of public trust, extortion, criminal conspiracy and rackets…Gomery scraped the surface…where are the arrests and incarcerations?
    We have a nation police service which is charded with protecting the public’s interests which hase become coopted into the criminal activities of it political masters…a prediction made by Preston Manning ( to boos in the house) the day Chretien killed the independence of the RCMP by making the federal AG the head of the force.
    Were we asleep when we saw this as the FIRST move made by the most criminal government Canada ever suffered under? Did it not make sense to stofle the cops if you intend to rob the nation?

  40. Dion’s leadership is ranked below Layton’s according to the poll mentioned by Duffy. I think it also had the Conservatives polling at 39% and the Libs at 22%.
    That’s the burr causing scumbag Reid’s meltdown.
    When the controversy and accusations are over, I hope the RCMP remembers these vermin.

  41. Pesonally, I am rather befuddled as to why the Liberals would want to highlight this at all.
    To accuse the Conservatives of a cover-up of a scandal that happened under a liberal government, possibly a Liberal scandal, makes no sense whatsoever. And it’s not just Scott Reid doing this, it appears to be their polciy.
    Could Citoyen Dijon have too many smarts for his own good?

  42. I agree with some of the commentors; Chretien and the RCMP were hand-in-glove. Chretien has only one agenda, personal power. In addition, as noted, Chretien is extremly vindictive. He’s after Martin – and Conrad Black.
    With regard to Martin, Chretien ensured that the Liberal Party would have no funds, by setting up that limit of about $1,000 for political donations (previously, the Liberal coffers came from big corporate donations). And, Chretien let Martin hang for Adscam – which was totally and completely, carried out by and for Chretien. And, the ‘Income Trust’ investigation of the Liberals by the RCMP during the campaign – that’s pure Chretien.
    And Chretien kept the division of Canada, that linguistic division that divided Canada into two separate parts, the ROC and Quebec – alive and well during his tenure. He did it deliberately, which is why he did nothing during the 1995 referndum; he wanted that ‘climate of fear’. That set up Canadians in a climate of uncertainty and fear, hesitant therefore to change gov’ts, for Chretien set up the Liberals as ‘the only thing holding the country together’.
    Harper is rejecting this division and insisting that everyone is first and foremost, a Canadian.
    And Chretien made certain that no investigations of anything or anyone -were ever carried out.
    I haven’t figured out Chretien’s current agenda. He is a total narcissist; he’s not interested in the wellbeing of Canada or Canadians. He is also not interested in the success of the Liberal Party. He has vindictive agendas against certain people (Martin, Black) but I’m not certain that he is that interested in Dion’s winning. Chretien is too much of a narcissist to want the Liberal party to succeed, even under Dion.

    Every time I see Reid, I can’t help wondering what he’s on: alcohol, drugs? He’s either hyped or looking and acting like a spooked zombie. If he wasn’t such a menace and didn’t bear such malice for PMSH and the CPC, I’d feel sorry for him.
    As for your comment, ET, “I haven’t figured out Chretien’s current agenda” I’m no insider, but I gather he’s in China a lot and working with Mo Strong on this car called The Cheri, that’s supposedly going to flood the Canadian market in the near future and make Desmarais/Strong/Chretien/(and Martin)? a bundle.     I’ve often wondered how le p’tit gars de Shawinigan became a multimillionaire. Being a small-town lawyer and then Prime Minister of Canada isn’t the usual conduit to the Multimillionaires’ Club. That is, unless you’re a member of the Librano$.

  46. I hope the Libs keep Scott Reid as an attack dog. He’ll screw up next election just as he did last election. These guys don’t learn.
    The guy’s still tainted by his infamous remarks. “Beer/popcorn” & “Alberta can blow me!” and all that.
    Sometimes I think some of the more moderate-in-language conservative bloggers may consider me an occassional “loose cannon”, but I remind myself of such fine folks as Scott Reid and realize that I’m not nearly that bad!
    The guy can’t control himself. He reminds me of lots of loudmouthed, hotheaded nuts I used to hang with. But back then we were in high school. Mr. Reid is a grown man and ought to know better. Oh, wait! He’s a Liberal moonbat, so… I guess he doesn’t!
