A referendum would be worse than useless – it has no chance of passing in every province and would not be binding in any way upon the premiers and their caucuses.
As we are now stuck with the unequal part and are repelled by the appointment part and the corruption/lack of accountability that it fosters, the only course is for the provinces to reform how their nominees are selected – that being elections of senate nominees that would by force of such elections if adopted by most if not all provinces compell the PM to appoint senators from the elected slates.
Clearly premiers like Mr wall (who is grossly ignorant of the benefit of EEE for his province) faced with the impossibility of abolition should move forthwith to implement a senate election system.
