This quote caught my eye:

She brought a level of sophistication and familiarity with the American elite at the absolute highest level that was unparalleled in the Canadian government.”
So Chrystia is an ex-journalist. Her husband is an (NYT) journalist and, wait for it, this brings her a familiarity and level of sophistication with the American elite.
Her only qualification was her Rolodex, collected while on an expense account. Just think of all the opportunities she had travelling in those circles, and yet her greatest accomplishment is just a list of names she collected.
