The alternative history is if CSIS had not been complicit under those governments then Khadr likely would still be in Guantanamo, and certainly would still be in a Canadian prison. There was a good argument that the payment wasn’t required, and to say that this payment prevents the government from doing anything is a complete lie, see his trip to the Bahamas and its associated costs.
