I would bet that most universities would give whatever first immigrant the opportunity to go into the utility engineering space on a full ride, and you still wouldn’t get any takers.
So the solution is probably containerized water plants, that get serviced every 6 months, and are remotely monitored. But the government will have to cut off the drinking water subsidies.
I watched the natives in north Ontario gut the mining industry, and crush any forestry company they didn’t directly control.
They could extort with impunity and without limit – because even if a company abandoned a project because of their demands, they lost nothing.
The chiefs were politically indemnified if they killed a project: they could simply blame the he other party and talk about oppression. No one had the political will to call them out and face the fallout that would result.
The thing is, Ontario’s mining and forestry industries were invisible to anyone not living in small northern towns: the loss was imperceptible to anyone living south of Barrie. The same degree of collapse in our oil industry would tank the entire national economy.
