Canada paid for the bridge plus the land on both sides of the border. Canada was supposed to get all of the money from the tolls until the bridge was paid for, then the tolls would be split 50\50. There is/was a legal document spelling all of this out with US and Canadian signatories. It has the same legal weight as a treaty. After the money was spent and the bridge built, the US decided to ignore what they agreed to and perform what is called a “Russian negotiation”, renegotiating the agreement in bad faith and putting Canada under duress.
