Last July 2025 the Alto regional highspeed rail corporation hired [ Finance Minister François-Philippe Champagne’s] wife as a vice-president. Salary for the role is not publicized but is anywhere between $300-$600k yearly.

Alto managers subsequently obtained concessions on funding and expropriation powers in a High Speed Rail Network Act written into Champagne’s 2025 omnibus budget bill C-15.

The Conflict Of Interest Act states no cabinet member shall use inside information to further the private interests of “relatives or friends,” or “participate in making a decision related to the exercise of an official power, duty or function if the public office holder knows or reasonably should know that, in the making of a decision, he or she would be in a conflict of interest.”

Champagne has maintained he recused himself from all cabinet discussions, votes and other matters relating to Alto.

Critics challenged the claim. “That is simply not true,” said MP Cooper. “You voted at least 13 times on matters related to Alto.” 134 Alto staff received bonuses that totalled $2,758,968.

“Executives at Alto received bonuses,” MP Hardy said. “I am asking whether or not your wife is an Alto executive. That’s the question, because if Canadians know that’s the case, they know your household will benefit.”

“Is your wife an executive at Alto?” asked MP Hardy.

“These are allegations,” replied Champagne.

  1. They are just laughing at We The People now, as they poke their finger in our eye.

    It’s a small club, and we’re not in it.

    Does the Canadian Ethics Commissioner even know what their responsibility is these days? Or is one of their family members grifting as well?

  3. It is not enough to avoid acts of evil. One must avoid the appearance of evil, and it is very clear that Francois Phillipe Champagne has blown past that barrier without a moment of concern on his part. And it would have helped his case if he had simply answered the question of whether his wife was hired and worked for Alto which she clearly does. It was a question, not an allegation (legal obfuscation) and he should have answered the question because to avoid the question makes him look like he has something to hide and is therefore hiding evil.

    All he did was brag about the abundance of non-existent care that he used in creating the completely porous ethical shield which was ineffective and useless. More proof of evil, particularly from a lawyer who claimed an abundance of care while violating the actual boundaries with the complicity of the Ethics Commissioner.

    1. This is probably law school textbook example of answering a question without saying anything ‘legally’ incriminating. We all know he is guilty without the actual words being used.
      This is the Canadian version of a Senate or House hearing; lots is said but no investigation or charges will ever be forthcoming.
      Oh, and the minister will get re-elected next time around unless he tires of the harassment and is offered a better paying job in the private sector.

  5. The Canadian Media has a unique journalistic style when it comes to the Libranos and their shenanigans ………..ye olde “If a tree falls in the forest and nobody hears it did it really happen?” schtick.

  6. As usual, not one police officer in this country brave and honest enough to assemble the evidence and arrest him.

    This isn’t and ethics breach it’s section 119 Criminal Code breach bribery and corruption.

    “Bribery of judicial officers, etc.
    119 (1) Every one is guilty of an indictable offence and liable to imprisonment for a term not exceeding fourteen years who
    (a) being the holder of a judicial office, or being a member of Parliament or of the legislature of a province, directly or indirectly, corruptly accepts, obtains, agrees to accept or attempts to obtain, for themselves or another person…”

    1. Pray the Parti Quebecois gets elected October in Quebec. They have bowed to bloq Alto in the distinct society of Quebec, DSOQ.
