Immigration fraud has overwhelmed Canada’s international student program, the Auditor General found Monday, with 153,000 students flagged as potentially non-compliant, funding to investigate only 2,000 potential fraud cases per year, and nearly all of 800 individuals who fraudulently entered Canada later approved for permanent status or immigration extensions.

L – To qualify as a nation-state requires control of the borders, who is allowed to enter and those who entered fraudulently or illegally, would be identified, caught by bounty hunters(ex-Special forces, Swat Team). and processed forthwith, from their outdoor tent holding cells in the far North. A chain linked fence would protect them from wolves and bears.
An independent Alberta and Saskatchewan would be able to pass that test. The other provinces and the federal government would fail the test. That process would be more straight forward and effective than a referendum.
How be we stop immigration until we process the backlog. Then going forward, we only allow in as many as we can correctly process.
