Government treats bonuses as a normal remuneration. “Because they get bonuses in the private sector.” is the reason for it. But no one in government ever has to meet any goals to receive it.
In the private sector top brass usually “earn” those bonuses for outsourcing all the actual work to China. In the government they can’t even do that to bring costs under control.
In the Canadian private sector, the top brass get bonuses for successfully garnering government money via myriad corporate welfare schemes, or crass consultancy “services.”
It’s a kleptocratic loop de loop.
