Telegraph- Dozens of mentally ill offenders go on to kill after secret release
At least 30 dangerous mental health patients secretly freed from high security hospitals have gone on to kill in recent years, The Telegraph can disclose.
It’s actually worse than that.
…figures obtained by the Telegraph reveal that an astonishing 55 percent of those sent to secure hospitals are quietly freed within five years, almost 90 per cent within ten years and 99 percent within 20-years

Out of curiosity, I pulled up a random name from the article:
Theodore Johnson. He’s like the poster child for this particular problem.
Back in 1981 he had an argument with his wife because she didn’t think he was dressed well enough to attend church. He proceeded to hit her over the head with a vase and toss her off a 9th floor balcony.
Punishment: Manslaughter with a three (3) year sentence. That’s all.
1992 he strangled his girlfriend (with whom he had a child) because she was cheating on him. He then tried to hang himself unsuccessfully.
Punishment: Ordered to a mental institution.
In 1994 (only two years later) he was allowed escorted parole. Less than a year later he was given non-escorted parole and met another woman without the knowledge of his parole officer. Less than two years after than he was released by the Mental Health Tribunal, but was ordered to report any relationships he was in. That is, apparently, on the honor system (applied to a double murderer) Whew!! This third woman somehow found out about Johnson’s previous murders and broke off the relationship. She found out on her own and was not informed by any official agency. Then, Johnson proceeded to break into the woman’s home and beat her to death with a claw hammer. Then, he threw himself in front of a train to commit suicide, but only managed to lose an arm and be confined to a wheel chair.
Punishment: 26 years incarceration increased to 30 years after the prosecution appealed.
A finding of “not guilty by reason of insanity” should come with a sentence in a mental institution equivalent to a finding of guilty.
For every doctor or team of doctors attempting to discern if someone is sane, there is some criminal or criminals with support who know if he just lies well enough to convince them he is sane then he is out.
But I would agree with JD if you would have had a xx year sentence for your crime but instead you went to a mental institution the reward for being found sane should be being sent a prison as a sane person to serve your remaining xx years.
Just spitballing here, but for every weirdo released from the asylum, can we send them to Toronto as some kind of refugee.
I’ll pay for the flights of course!!!
