Government says 7.6% of people 18-64 are working poor.
Government says there are just over 21,000,000 workers in Canada.
So about 1.6 million working poor.
11 x 1.6 million = 17,600,000.
So is the res administration fees?

There are 1,696,740 persons with income less than $5000 who pay zero tax, and as a result receive 0 benefit from this “cut”
There are 2,805,190 persons with income between $5000 and $15000, who also pay zero tax, and thus receive zero benefit from this cut.
12,289,870 tax filers make between $15,000 and $50,000, who will have their taxes reduced by 1%
