the Safe Drug Sites probably brought a goodly number of them back so they can continue to drain resources and engage in crime to support their habits.
While EMS were busy administering naloxone to the same patient for the umpteenth time, real emergency victims were being neglected.
I frequently see young folk doing the “fentanyl fold” here in Kelowna. Some are distressingly young.

Kelowna spent millions to repurpose the old rail line into a “rail trail” for shiny bicycle people to enjoy, but there is a rail trail tent city that mars the damn ride.
