  2. This probably has a lot to do with the shutdown. A lot of wage bills are going unpaid. But that won’t continue. At some point a deal will be reached and normal operations will resume. The spending will continue to soar.

    1. The US government shutdown started October 1st. The numbers for October will reflect those numbers.
