It wont matter, they will just borrow the licence from someone else, they all look the same, have the same last name and wear the same clothing!
I gently tapped the back of a cab once, on my way to work, it was spring and there was still some gravel on the road. When we got out to exchange particulars, the guy gave me a drivers licence that was CLEARLY not him, different facial features and no silly hat! They share the cab and the licence!

L – “Obtained as a result of your dishonesty” that alone should disqualify said person from ever being issued or re-issued a license to operate a “weapon of mass destruction”; which it is in the hands of someone not qualified by:
1. Lack of the required skills, both driving and English language.
2. Lack of a moral code that would prevent them from endangering the public by their actions or omitting to act to safeguard the safety of the public; including sacrifice of their, job, personal safety and even life, to not injure or kill members of the public.
Known as common decency in a nation-state founded under Judeo/Christian ethics e.i. The Supremacy of God in the preamble of the Charter of Rights and Freedoms, and yes inherently includes the personal responsibility to exercise those Rights in defence of them. This being only way such a nation-state can survive.
Gratitude and Sacrifice are the underlying principles that allowed Canada to be carved out of the wilderness by men and women of uncommon valour.
There is something “off” with that letter.
What good is a letter when the intended recipient can’t read, write or speak the language?
Iffy little message.

The MTO has enforcement officers, why send a letter, when you should be able to track the person down to their home address, and collect their license?
