If you could build a tunnel under the 401 that started at the 418, and only had exits at each of the highways (418, 412, DVP/404, Allen Parkway, 427, 410/403, 407) ending at the 407, it might produce something useful in the form of an expressway.
If you just duplicate the 401, with an added pair of train tracks in the center, not so useful.
At least Ford is offering a road, and not just bribing some other company to set up shop here making a product that no one wants, that will disappear as soon as the money runs out.

I have a hard time thinking of a more moronic idea the this. Whatever the proposed cost and timeline is – triple or quadruple it. Then again I’m sure AtkinsRéalis (the changed name of SNC Lavalin) will have a fine time feeding on this project. Here is one idea for nation building – how about improving the Trans Canada Highway (including proper interchanges in the prairies) to the level of an interstate highway.
