SPECTRE implies cunning malevolence, global 4D Chess whereas USAID is just decades of corruption/feel-good eco-Marxism big $ waste. 2 versions of this flow: Clinton/Pelosi style and AOC style. Either to own pockets (if ur corrupt) or to pie-in-the-sky goals so a few ideologue imbeciles would boast & feel good that they contributed socially/ecologically.
