15 minute cities begin the process of reducing vehicular traffic with monitored and self ticketing slow zones, ULEZ as in Britain, or dumb road rules. They want no vehicles except the ones that they control in their jurisdictions so that if you violate their control rules, you can be captured and imprisoned. This is just the beginning.

Employing bureaucrats that have been dumbed-down from the neck up gets your city neck-down streets.
If they can gum up vehicle traffic enough maybe people will start to use those bike lanes instead.
Wait until two very stubborn people with a strong sense of entitlement get there at the same time.
That street will be closed to traffic for hours.
It’s very much back in the day, but visited a relative in England who took me to visit a few towns nearby. Was a great day until we attempted to head home. “Traffic calming” had closed off one lane of a two-lane road, with the result similar to what one saw in the video. It took us a long time to get out, until a kind driver stopped and let as few of us through. Thought it was seriously stupid then; still think so.
That’s some seriously retarded traffic engineering.

And if anyone has tried to drive in Berkeley, CA … they’ve inevitably run into the street barricades such that there are NO through streets in Berkeley … it’s like a rat maze for drivers.
