You and joe are both entirely correct. The government runs out of money this coming spring. It must pass a new budget. The last one who attempted to run a Westminster government without Parliament was Charles I 1629-40, and that didn’t work out for him very well.
Same thing for the House. Oliver Cromwell established pretty decisively that Parliament cannot operate in defiance of the law.

So I think Trudeau would have lots of problems if he prorogued Parliament past this date and couldn’t pay government employees in April. I’m not sure, but possibly MP’s wouldn’t get paid either.

Capital gains changes were not in the last budget but the CRA is acting like they were. TOTALLY ILLEGAL.
No – not really. It happens that tax changes are announced but not passed. CRA acts as if they were effective on the announced effective date – usually, that’s not a problem. Even in this case, with the Liberals in a minority position, it would be the usual expectation that they could pass a money resolution to implement their tax policies, to be effective whenever they were announced (or set to be effective) in 2024. This is an unusual case, with the minority partners in the government announcing that they have lost confidence – but having not voted against the government, it’s oly an announcement. Government departments CAN’T get tied up in speculating or forecasting what will happen to a government; they have to behave as if the government will continue and announced policies will be put into legislation.
If the government falls before passing this measure (watch the calendar for Jagmeet’s pension vesting), or if the House is prorogued and the bill dies then people who have incurred capital gains and filed under the “new rules” (which will never come into effect) will have to file an amended return. Sure, it’s a PITA, but it’s less bad than CRA deciding for themselves which bills will pass or fail, or when / if a government will lose a confidence vote.
The bureaucrats will just keep on being bureaucrats.
