Should be able to revoke citizenship as a penalty for certain crimes such as those related to treason or genocide. I know international agreements do not allow that if it would render a person stateless, but at least the dualies could be deported.
Funding cuts to any university advocating for genocide within their departments might prompt an cleanout of academia as well.

I think the correct strategy for these terrorists on university campuses is not to REMOVE them from the campus, but box them in. That way, they can burn their own university down. That would be best for everyone. They both serve no useful purpose.
