When you run a unit too hard and too long?
Things break that shouldn’t. Tubes erode, pumps lose pressure and capacity, valves leak by, turbine blades crack, electronics fail, and things just start randomly failing. You skip preventative maintenance because everyone is constantly repairing stuff that is completely broken, and not finding the little things that suddenly become big things, like wiped bearings and burnt out motors, or valves spewing steam or water through blown out packing.
Suddenly a startup turns into a shutdown, and there are not enough skilled workers, parts, and equipment left to actually repair what’s broken.

Try not to exaggerate. The provinces control electricity system development, not the federal government. Saskatchewan and Alberta are doing a fine job telling the Libs-Dips to FOAD.
