The misappropriation of millions of dollars is a feature, not a bug, of systems guided by short-term, “emergency” thinking. Or rather, a complete lack of thinking.

Rai led a “fraudulent scheme” targeting the hotel and PHAC officials, according to the statement of claim, telling the other owners the government was taking over the entire hotel but only paying for 100 rooms — when he had actually negotiated government payment for all 247 rooms.

It’s alleged he misappropriated the revenue difference of those 147 rooms: at least $15.7 million.

  1. $27 million dollars, to pay for these hotel rooms that were never used, and the management company just skimmed half of it off…

    How many people stayed in this hotel under this contract? 1490 total or $18k per person for a 10 day stay…

    1. The other question that hasn’t been asked yet is where the $4.4 million the government paid for cleaning, transportation and “other services” went, which represents another $2953 per guest of the state

  2. So he didn’t equitably divide the spoils of the sweetheart deal with the federales amongst his partners in crime and they’re objecting. More to the point, why did the federales pay such a high price for rooms, given travel was so restricted that they wouldn’t have been rented anyway?

  4. Ethics indeed. The governments defraud us with the false pretenses of the covid bullshit; then the hotel owners jump on the gravy train; and then one of them takes a run at swindling his mates.
